On February 10, 2019, Circular 54/2018/TT-BLDTBXH of the Ministry of Labor, Invalids and Social Affairs stipulating the minimum amount of knowledge and competency requirements that learners must achieve after graduating from intermediate to college levels in the fields of health and social services took effect.

In the regulations of the minimum required knowledge volume, the competencies required for learners after graduating from intermediate level, college level in the nursing occupation, issued alongside Circular 54/2018/TT-BLDTBXH, it is stated that upon graduation, intermediate level nursing students are capable of meeting the requirements for positions in the nursing profession, including:
- Clinic Nurse;
- Care Nurse;
- Community Nurse.
Additionally, attention should be paid to the autonomy and responsibility levels required for the intermediate nursing profession. To be specific:
- Work independently or in teams, solving tasks in changing working conditions;
- Bear personal responsibility and responsibility towards the group;
- Evaluate the quality of work after completion and the individual’s performance results;
- Strictly adhere to ethical regulations, professional practices, legal regulations relating to the nursing field, and medical industry technical processes;
- Be cautious, meticulous, and self-responsible for individual work results.
Note that the minimum required knowledge volume and competencies that learners must achieve after graduating from the intermediate level nursing profession can continue to be developed at higher levels; graduates are capable of self-learning, self-updating scientific and technological advancements within the profession to enhance their qualifications or transition to higher levels in the same profession or within a related occupation group or educational field.
