Regarding this issue, LawNet would like to answer as follows:

On December 7, 2023, Vietnam Social Insurance issued Official Dispatch 4144/BHXH-VP on not requiring submission or presentation of household registration books and temporary residence books when carrying out administrative procedures of the Social Insurance Industry.

Specifically, currently, the administrative procedures under the jurisdiction of Vietnam Social Security no longer have any administrative procedures regulating the provision and presentation of household registration books and temporary residence books (Decision 490/QD-BHXH dated March 28, 2023; Decision 948/QD-BHXH dated June 5, 2023; Decision 1318/QD-BHXH dated September 19, 2023 of Vietnam Social Security).

At the same time, Vietnam Social Security has completed the connection with the national population database, ensuring the service of looking up and checking citizens' information and issuing Official Dispatch 1796/CNTT-PM dated August 25, 2023 implementation instructions.

Vietnam Social Insurance requires that the provincial social insurance agencies, during the process of receiving documents, processing, and returning results of administrative procedures, do not require providing or presenting household registration books and note the following contents:

(1) Strictly implement Decision 475/QD-BHXH dated March 27, 2023, of Vietnam Social Insurance promulgating the Regulations on Organization and Operation of the Department of Receiving and Returning Results of Administrative Procedures according to the single-window, interlinked single-window mechanism in Vietnam's social insurance industry. Ensure the dossier components comply with the regulations in the Decisions announcing administrative procedures of Vietnam Social Security: Decision 222/QD-BHXH dated February 25, 2021; Decision 538/QD-BHXH dated April 4, 2023; and Decision 1318/QD-BHXH dated September 19, 2023; Do not request additional documents beyond the regulations.

(2) Authentication of personal identity applies to all cases of filing administrative procedures to resolve the matter with the right person and according to regulations. Authentic information is looked up and exploited through one of the following forms:

- Through the function of looking up citizen information from the National Population Database on the software to collect and manage books and cards according to instructions in Official Dispatch No. 1796/CNTT-PM of Vietnam Social Security.

- Through the citizen's electronic identity account displayed in the VneID application (in case the citizen provides information via the VNeID application) according to the instructions in Official Dispatch 2048/BHXH-VP dated July 5, 2023 of Vietnam Social Insurance on the use of information and documents integrated on VNeID in receiving documents and returning results of administrative procedures.

- Use a reader device that has been connected online to the National Population Database, including a QRCode code reader or a chip reader on a chip-embedded Citizen Identification Card (In case the Vietnam Social Security has been equipped with a QRCode code reader or a chip reader on the chip-embedded Citizen Identification Card).

(3) For cases where information has been looked up using the above methods but there is no data to authenticate, officials receiving dossiers to handle administrative procedures may request that citizens submit copies or present valuable documents proving residence information: a certificate of residence information, a notice of personal identification number, and citizenship information in the National Population Database.

(4) For administrative procedures that require submitting documents at the place of residence, but people submit documents at a place other than the place of residence recorded on the Citizen Identification Card or Identity Card (still valid). , follow the instructions in Section 2, Section 3 of this Document.

(5) The social insurance agencies of provinces and cities are responsible for publicizing this Document on the Information Portal of the local social insurance agency and posting it at the Department receiving documents, and returning results of administrative procedures.

During the implementation process, if difficulties or problems arise, promptly report them to Vietnam Social Insurance (through the Vietnam Social Insurance Office) for solutions.
