It is not necessary to teach every lesson according to the textbook

This is the prominent content in Official Dispatch 5555/BGDDT-GDTrH of the Ministry of Education and Training dated October 8, 2014, guiding professional activities on the renewal of teaching methods and assessment, evaluation; organizing and managing professional activities of secondary schools/continuing education centers online.

With the purpose of supporting schools and continuing education centers in effectively implementing the comprehensive innovation of teaching methods, the Ministry of Education and Training has issued several contents for professional group meetings on innovating teaching methods and assessment, notably including the development of teaching topics as follows:

1. Developing Teaching Topics

Instead of teaching each lesson/section in the textbook as currently being done, professional groups are based on the current curriculum and textbooks to select content for constructing teaching topics suitable for the use of active teaching methods in the actual conditions of the school. Based on reviewing the current program's knowledge, skills, attitudes standards, and the planned learning activities for students according to active teaching methods, identify the capabilities and qualities that can be formed for students in each constructed topic.

the selection and development of topics do not necessarily have to follow each lesson in the textbook but need to be suitable for the actual conditions at the school.

According to the Official Dispatch, for each constructed topic, teachers identify and describe 4 levels of requirements (recognition, comprehension, application, high application) for each type of question/exercise that can be used to assess the capabilities and qualities of students in teaching.

The teaching process of the topic is organized into student learning activities that can be conducted in class and at home, each class session can only implement some activities in the pedagogical process of the method and teaching techniques used.
