On November 24, 2023, the Central Executive Committee passed Resolution 45-NQ/TW on continuing to build and promote the role of the intellectual team to meet the requirements of rapid and sustainable national development in the new period.

In the task of innovating the work of training, fostering, using, remunerating, and honoring intellectuals and appreciating talents, the following solutions are proposed:

- Create a breakthrough, strong, and comprehensive change in the quality of highly qualified human resource training and foster talents in higher education institutions and scientific research institutions; Identify key research areas and directions and priorities associated with the need to promote research and development of science, technology, and innovation.

Focus on building breakthrough mechanisms and policies and investing resources to develop Hanoi National University, Ho Chi Minh City National University, the Vietnam Academy of Social Sciences, the Vietnam Academy of Science and Technology, and a number of higher education institutions and key research institutions that are on par with advanced countries and have enough capacity and conditions to play a core role in training, research, and the contributions of intellectuals. Encourage domestic education and training institutions and research institutions to link and cooperate with advanced institutions in the world to exchange experiences and improve qualifications and operational capacity.

- Timely discover domestic and overseas Vietnamese talents; have mechanisms and policies to prioritize and make breakthroughs in attracting, training, fostering, appreciating, and remunerating talented people, especially recruitment and salary policies; create a working environment; focus on good scientists with high professional qualifications, capable of presiding over particularly important scientific and technological tasks; leading experts; reputable intellectuals with contributions in important industries and fields; and establish strategic advisory agencies. Pay attention to building mechanisms and policies to support young and female intellectuals working in remote areas, borders, islands, the armed forces, and ethnic minorities.

Viewpoints on building and promoting the intellectual team in Resolution 45-NQ-TW in 2023 in Vietnam

- Intellectuals are the intellectual workforce, with high levels of education, deep expertise in a field, and the ability to think independently and creatively; Rich in patriotism, moral and revolutionary ideals, attached to the Party, State and nation; is a force that plays an important role in the alliance of the working class and the peasantry under the leadership of the Party; Responsible for pioneering, creating high quality spiritual and material products for society, being a special resource in developing knowledge economy, industrialization, modernization, international integration and development of advanced Vietnamese culture, rich in national identity; is an important factor in raising people's knowledge, training human resources, fostering talents, raising the level of intelligence and national strength, making a great contribution to the cause of innovation, and building and protecting the Fatherland.

- Building a comprehensive and strong intellectual team means investing in construction, fostering "national energy" and sustainable development; this is the responsibility of the Party, State, political and social systems. Focus on developing the Vietnamese intellectual team both at home and abroad; have breakthrough mechanisms and policies to attract and utilize intellectuals, especially elite intellectuals, leading experts, and talents of the country; pay attention to training and fostering the next generation of young intellectuals. Respect and promote freedom of thought and scholarship; practice democracy in scientific research, technology, and innovation among intellectuals for the goal of rich people, a strong country, democracy, fairness, and civilization; create the environment, conditions, and motivation to promote the particularly important role and contributions of the intellectual team.

- Encourage Vietnamese intellectuals to uphold pride, honor, and responsibility for the Fatherland and the people, and constantly strive to improve political qualities, ethics, capacity, and qualifications to contribute to the country's development.
