On September 26, 2024, the Prime Minister of the Government of Vietnam issued Decision 1044/QD-TTg regarding the Plan for the Implementation of the Road Law 2024.

Issuance of the Plan for implementation of the Law on Road in Vietnam

The Prime Minister of the Government of Vietnam issued the Plan for the Implementation of the Road Law 2024 with the following content:

(1) Organizing conferences to thoroughly grasp, disseminate, and intensively train on Road Law 2024

* Developing and compiling materials for dissemination, propagation, and intensive training on the contents of the Road Law for relevant agencies and organizations to study and understand; organizing conferences to thoroughly grasp, disseminate, and intensively train on the Road Law 2024 and its detailed regulatory documents for central agencies and the People’s Committees of provinces and centrally affiliated cities.

- Presiding agency: Ministry of Transport.- Coordinating agencies: Ministries, ministerial-level agencies, agencies under the Government of Vietnam; Central Coordination Council for Legal Dissemination and Education; People’s Committees of provinces and centrally affiliated cities; provincial Departments, Boards, and Branches; People’s Committees of districts, district-level towns, cities, and relevant agencies and organizations in localities.- Implementation time: Q4 2024 and subsequent years.

* Organizing conferences to thoroughly grasp, disseminate, and intensively train on Road Law 2024 and its detailed regulatory documents in localities.

- Presiding agency: Ministry of Transport; People’s Committees of provinces and centrally affiliated cities.- Coordinating agencies: Provincial Departments, Boards, and Branches; People’s Committees of districts, district-level towns, and relevant agencies and organizations in localities.- Implementation time: Q4 2024 and subsequent years.

(2) Propagating and disseminating Road Law 2024

Organizing the propagation and dissemination of the contents of the Road Law and its new points in various forms suitable to conditions and actual situations; organizing the implementation of specialized columns, programs, news, and articles on the Road Law and its detailed regulatory documents on mass media or other forms in accordance with the law on legal dissemination and education.

- Presiding agency: Ministry of Transport; ministries, ministerial-level agencies; People’s Committees at all levels within their functional and task scope.- Coordinating agencies: Ministry of Information and Communications, media agencies, press agencies, mass media agencies, and related central and local agencies and organizations.- Implementation time: Q3, Q4 2024 and subsequent years.

(3) Reviewing legal documents related to road activities; proposing amendments, supplements, replacements, abolition, or the issuance of new legal documents to ensure uniformity and consistency

* At the central level

- Presiding agency: Ministry of Transport; ministries, ministerial-level agencies review the legal documents they promulgated or submitted for promulgation, and send the review results to the Ministry of Transport for summation and reporting to the Prime Minister of the Government of Vietnam.- Completion time: Q4 2024.

* At the local level

- Presiding agency: People’s Committees of provinces and centrally affiliated cities preside over the review of legal documents promulgated by Provincial People’s Councils and People’s Committees, and send the review results to the Ministry of Transport for summation and reporting to the Prime Minister of the Government of Vietnam.- Completion time: Q4 2024.

(4) Drafting and promulgating legal documents detailing and guiding the implementation of the Road Law

* At the central level

- Presiding agency: Ministry of Transport is tasked with drafting legal documents detailing and guiding the implementation of the Road Law 2024 as assigned in Decision 717/QD-TTg dated July 27, 2024, of the Prime Minister of the Government of Vietnam, issuing the list and assigning drafting agencies for documents detailing the implementation of Laws and Resolutions passed by the 15th National Assembly at its 7th session.- Coordinating agencies: Office of the Government of Vietnam; Ministry of Justice; ministries, ministerial-level agencies; People’s Committees of provinces and centrally affiliated cities; other related agencies, organizations, and individuals.

* At the local level

- Provincial People’s Committees preside over drafting documents detailing the guidance of point c, clause 4, Article 8, clause 5, Article 30 Road Law 2024.- Provincial People’s Councils preside over drafting documents detailing the guidance of clause 4, Article 57, clause 1, Article 84 Road Law 2024.

(5) Monitoring, checking, and reporting on the implementation results of the Road Law 2024

- Presiding agency: Ministry of Transport.- Implementation time: Periodically and upon request
