Issuance of certificates of leave qualified for social insurance payout on the E-Government Portal in Vietnam

This is the basic content mentioned in Decision 1981/BHXH-CD on the implementation of Circular 56/2017/TT-BYT issued by the Ho Chi Minh City Social Insurance to the Ho Chi Minh City Medical Assessment Council and medical facilities in Ho Chi Minh City on September 3, 2019.

In order to effectively implement Circular 56/2017/TT-BYT and the directives of the City People's Committee, to ensure the rights of employees, and to prevent the abuse of the Social Insurance Fund, Ho Chi Minh City Social Security requests the Medical Assessment Council and licensed medical establishments to implement the following:

- Register and update when there are changes to the seal template or signature template of the authorized person signing on behalf of the unit head with the Social Insurance authority on the Health Insurance Assessment Portal according to the guidance in document 07/BHXH-CNTT dated January 2, 2019, and document 538/BHXH-CNTT dated March 18, 2019, of Ho Chi Minh City Social Security.

Medical establishments that do not register but continue to issue the certificates of leave qualified for social insurance payout (certificates) to employees will have their dossiers not processed by the Social Insurance agency.

- For medical establishments that have completed registration on the Portal as per the guidance, please establish certificates (Appendix 7, Circular 56/2017/TT-BYT) on the Portal for convenient checking, comparison, and review in the future.

Medical establishments that have not issued certificates on the Portal must, by the next working day, transfer all the data of the issued certificatess of the previous day to the Portal according to the structure and format prescribed by Vietnam Social Security.

- Medical establishments should organize the issuance and strict management of documents serving as the basis for claiming Social Insurance benefits according to Circular 56/2017/TT-BYT of Ministry of Health (Hanoi, Vietnam); minimize the issuance of handwritten certificates.

- To ensure uniform management, medical establishments are required to affix their legal entity stamp (round seal) on the certificates after the authorized person has signed it.
