The content mentioned in Decision 976/QD-BHXH on the process of receiving and handling electronic administrative documents: Birth registration, permanent residence registration, and health insurance card issuance for children under 6 years old on the National Public Service Portal according to Decision 06/QD-TTg issued by the Vietnam Social Security on June 12, 2023.

Accordingly, the process of receiving and handling electronic administrative dossiers: birth registration, permanent residence registration, and issuance of health insurance cards for children under 6 years old is as follows:

Step 1. People (Father/mother/guardian/relative of children under 6 years old) make a complete and accurate declaration of the electronic declaration of birth registration, permanent residence registration, and health insurance card issuance for children under 6 years old (Form No. 01 issued together with Official Dispatch 2084/VPCP-KSTT dated March 30, 2023).

Step 2. After the Application Receipt and Management Software receives the electronic records from the Interconnected Public Service Software, the social insurance agency shall:

- For complete and valid dossiers:

+ Officers at the Doss-Receiving Department transfer the dossiers to the Collections Management Department - Book and Cards for processing and settlement.

+ The software system automatically performs: Issuing social insurance codes and updating the household data for each household specified in Decision 515/QD-BHXH dated March 27, 2020; Update the collection and use value of health insurance cards in a separate management unit code as prescribed in Decision 595/QD-BHXH dated April 14, 2017, Decision 505/QD-BHXH dated March 27, 2020; Decision 490/QD-BHXH dated March 28, 2023, and Decision 948/QD-BHXH dated June 5, 2023 of the General Director of Vietnam Social Insurance (hereinafter referred to as the Decision on promulgating the process of collection management and issuance of social insurance books and health insurance cards).

- In case the application is incomplete or invalid: Reject the application and clearly state the reason for the refusal on the Application Receipt and Management software to notify the people within no more than 01 working day from the date of receipt of the electronic dossier on the System.

- In case the dossier is invalid due to the error of the agency competent to handle previous procedures (wrongly attaching the electronic copy of the birth certificate, etc.), then notify and clearly state the reason for that agency through the connected public service software to remedy according to regulations.

Step 3. The staff of Collection - Book and Card of the social insurance agency shall:

Daily, receive dossiers from the Receiving Department, check the data generated automatically on the Collection Management Software and card book, and detail table data of receivables for social insurance, health insurance, and unemployment insurance of participants. (Form C69a-TS), and a detailed distribution table of the collected amounts of social insurance, health insurance, and unemployment insurance premiums of participants (Form C83a-TS) for entities having incurred them according to the Decision promulgating the process of management of the collection and issuance of social insurance books and health insurance cards.

Issuing an electronic health insurance card (which is automatically returned to the individual's data warehouse on the National Public Service Portal) or printing a paper health insurance card in the registered form to transfer to the receiving officer.

Step 4. Staff at the Receiving Department receive data and health insurance cards in paper form from the Collection Management Department - Book, Card to return the results to the people in the registered form and finish the registration dossier for the issuance of health insurance cards on the Application Receipt and Management Software.

The time to process the issue of health insurance cards for children under 6 years old is not more than 02 working days from the date of receiving the electronic birth certificate and electronic information and data from the Public Service Software.

Thus, after a pilot period in two localities, Ha Nam and Ho Chi Minh City. In Hanoi, this public service will be widely deployed nationwide, continuing to bring many advantages to the people.
