Recently, the Ministry of Transport issued Circular 09/2020/TT-BGTVT, amending and supplementing certain provisions of Circular 19/2017/TT-BGTVT dated June 6, 2017, on the management and assurance of flight operations.
Circular 09/2020/TT-BGTVT prescribes the issuance of AIRAC cycle news in cases of establishment, cancellation, or significant changes in:

- Boundaries, operating methods of FIR, control areas, and controlled airspace; air traffic advisory areas; ATS routes; prohibited, dangerous, restricted areas, and Air Defense Identification Zones (ADIZ); areas, routes, or sections of areas and routes with potential interception;- Positions, frequencies, names, known abnormal phenomena, and maintenance cycles of navigation and communication, surveillance systems, and equipment;- Holding procedures, approach procedures, SID, STAR, noise abatement procedures, and other air traffic procedures;- Transition altitude, transition level, minimum sector altitude;- Meteorological equipment, operational procedures;- Runways, stopways, taxiways, aprons;- Operational plans on airport maneuver areas (including operational plans under low visibility conditions);- Approach lights, runway lights;- Minimum operating standards for airports for takeoff and landing.
Notably, detailed regulations regarding AIRAC cycle information are implemented according to ICAO Annex 15 on AIS.
