Circular 38/2018/TT-BYT has been issued by the Ministry of Health providing guidance on commendation and emulation work in the health sector.
Determining the duration of service to evaluate emulation and commendation is guided by Circular 38 as follows:
- Employees on maternity leave as prescribed by law; individuals performing courageous actions to save people or property, and those who serve in battles and get injured requiring treatment and recuperation as concluded by medical facilities from district level and above, the duration of leave, treatment, and recuperation will be used as a basis for considering the award of emulation titles and forms of commendation;- Individuals attending short-term training courses under 01 year and complying well with the regulations of the training or fostering institution will have their training period combined with their service period at the agency or organization for assessment of emulation titles and forms of commendation;- In cases where individuals are sent for training or fostering for 01 year or more, complying well with the regulations of the training institution and achieving good academic results or higher will be considered for awarding emulation titles and forms of commendation;- For individuals transferring work positions who have worked at the old unit for 06 months or more, the new unit is responsible for considering and evaluating emulation titles, and forms of commendation based on the evaluation opinions of the old unit;- Not considered for the title of Advanced Laborer are newly recruited individuals with less than 10 months or those disciplined with reprimand or higher form of punishment.
Note: Agencies or organizations must have 12 months or more of official activities.
