Irregular inspection of railway vehicles in Vietnam

On May 14, 2018, the Ministry of Transport of Vietnam issued Circular No. 29/2018/TT-BGTVT, which specifies irregular inspection of railway vehicles.

According to Circular No. 29/2018/TT-BGTVT of the Ministry of Transport of Vietnam, the irregular inspection shall be carried out at the request of the competent authority if a vehicle is involved in an accident or it is suspected that regulations on quality or technical safety are violated during the manufacture, assembly, import, modification, operation and sale of the vehicle, components, equipment or parts.

Documents used during an inspection include:

- Technical documentation of the vehicle, components, equipment or parts;

- The effective certificate of the vehicle.

Inspection contents: carrying out inspection according to applicable technical regulations.

Inspection methods are as follows:

- Regarding vehicles, components and equipment, randomly inspect them according to relevant technical regulations and standards;

- Regarding parts, inspect representative samples of each shipment of parts according to relevant technical regulations and standards;

- Regarding urban railway cars, inspect each vehicle and carry out one more inspection after they are assembled into a train.
