Investor may hire consultants to prepare economic-technical reports in Vietnam

On September 30, 2011, the Ministry of Public Security issued Circular 65/2011/TT-BCA prescribing the management of investment projects and construction bidding within the People's Public Security force in Vietnam.

Article 7 of Circular 65/2011/TT-BCA stipulates the preparation of technical-economic reports for construction projects in Vietnam as follows:

- The investor prepares or hires consultants to prepare the technical-economic report for the construction project;

- Before preparing the technical-economic report for the construction project to submit for appraisal and approval, the investor prepares the investment demand or the construction design tasks accompanied by the general site planning drawings and preliminary designs (the floor plans, section plans, elevation plans of the main project components) to report to the investment decision-maker for decision (in writing) before proceeding with the next steps. In cases where the project applies special facility standards, this is done according to Point c Clause 4 Article 6 of Circular 65/2011/TT-BCA.

The content of the technical-economic report for the construction project includes:

- Project name;

- Consulting organization (consultants preparing technical-economic reports, geological survey consultants if any, design verification consultants if any);

- Project construction site;

- Project level;

- Legal basis;

- Necessity and policy of investment in the construction project;

- Scope and objectives of the construction project investment;

- Form of construction project investment (new construction, renovation, expansion, etc.);

- Construction scale of the project;

- Construction contents; fire and explosion prevention; environment and construction drawing design (one-step design) are executed according to Point a Clause 2 Article 16 of Decree 12/2009/ND-CP;

- Total investment, total construction investment estimate: construction investment costs are done according to Clause 1 Article 5 of Circular 65/2011/TT-BCA; construction component cost estimate is done according to Clause 1 Article 11 of Circular 65/2011/TT-BCA;

- Capital sources for the construction project investment (state budget capital allocated by the Ministry of Public Security, local assistance funds, property and land conversion funds, etc.);

- Methods of implementing the investment project;

- Time for implementing the construction project: Ensuring consistency between total investment, total cost estimate, and the annual funding plan of the Ministry of Public Security of Vietnam.

More details can be found in  Circular 65/2011/TT-BCA, which comes into effect in Vietnam from November 18, 2011.
