Investment in the electricity supply, water supply, and drainage system in Nghe An Province, Vietnam till 2020

On December 20, 2008, the People's Council of Nghe An Province issued Resolution 244/2008/NQ-HDND approving the master plan for socio-economic development of the coastal and marine areas of Nghe An Province, Vietnam until 2020.

Resolution 244/2008/NQ-HDND directs the development of the electricity supply, water supply, and drainage system in Nghe An Province until 2020 as follows:

1. Development of the Electricity Supply System

- 220 KV transmission line and substation system: Implemented following the National Electricity Development Plan approved by the Prime Minister of the Government of Vietnam;

- 110 KV transmission line: Renovate and build new double-circuit and single-circuit transmission line systems to economic zones, industrial parks, and other electricity-consuming areas;

- Construct new and renovate medium voltage transmission line systems (35 KV, 22 KV) of the urban, economic zones, industrial parks, and rural areas' electrical networks;

- 110 KV substation and other distribution substations: Continue to build new and renovate substations to meet the electricity needs for production and daily life;

- Research electricity supply options for Ngu Island to serve tourism combined with national defense.

2. Water Supply and Drainage System

- Water Supply: Develop a plan for water sources and supply methods for regions and users. Accurately re-evaluate groundwater and surface water sources. Encourage and facilitate economic sectors to invest in clean water supply projects. Continue to complete and extend the water pipeline network to fully utilize the capacity of water plants built in Vinh city, district-level town Cua Lo, and other urban areas. Increase the capacity of existing plants according to water needs over time. Urgently call for and promote investment in building water plants to meet the needs of Southeast Economic Zone, district-level town Hoang Mai, and other industrial zones. Use a combination of methods to supply household water for rural areas such as constructing water plants, connecting pipelines from urban water plants, dug wells, drilled wells, rainwater tanks, etc.

- Drainage: Plan and invest in synchronously building the drainage system for rainwater and wastewater for urban areas, economic zones, industrial parks, and industrial clusters. For rural areas, especially concentrated residential points along the coast, develop appropriate wastewater treatment plans to minimize adverse effects on the environment and public health.
