On May 15, 2014, the Ministry of Justice issued Circular 14/2014/TT-BTP guiding Decree 59/2012/ND-CP on monitoring the implementation of the law.
Investigation and survey of the law enforcement situation through survey forms (Illustrative image)
Circular 14/2014/TT-BTP stipulates that the investigation and survey of the law enforcement situation are carried out according to the plan for monitoring the law enforcement situation, when there are difficulties, obstacles, inadequacies in practical enforcement or at the request of competent state agencies, specifying the objectives, subjects, content, location, time, and method of conducting investigations and surveys. Investigations and surveys are conducted through survey forms as follows:
- The survey forms are designed as specific questions with answer options or opinions from the surveyed subjects. The content of the questions must be clear, objective, easy to understand, and easy to answer, fully reflecting the issues under investigation and survey content; ensuring the investigative and survey purposes; suitable for the respondents. The survey forms can be developed by collaborators according to the investigative and survey purposes, solicited for feedback, and preliminarily tested to be perfected before being decided for use by the leading investigative and survey agency or unit.- The leading investigative and survey agency or unit organizes training for those conducting the investigation and survey on skills to collect information through survey forms. The investigators distribute survey forms to respondents, explain the purposes of the investigation and survey, and the content required for respondents to choose their answers objectively and truthfully. Before collecting the survey forms, the investigators check the forms. In cases where the forms are not fully answered, the respondents are requested to provide additional answers.- The leading investigative and survey agency or unit categorizes the survey forms according to the respondents, problem groups, compiles the results of the responses by question groups and respondent groups; cross-checks the responses of different respondents on the same content to make conclusions about the evaluation of the respondents on the investigated and surveyed content.
