Investigation and Assessment of Marine Environmental Pollution: Procedures and Sequence

The Ministry of Natural Resources and Environment has recently issued Circular 33/2018/TT-BTNMT stipulating the procedure for remedying the consequences of oil spills at sea.

According to the provisions of Circular 33/2018/TT-BTNMT, the procedures for preliminary investigation and assessment of marine pollution levels are carried out as follows:

- Collecting and aggregating information, materials, and data on the current status of the environment and marine ecosystems;- Measuring, monitoring, sampling, and analyzing to determine the concentration of oil in the marine environment;- Conducting a preliminary assessment of marine pollution levels, including: determining the concentration of total mineral oil in the marine water environment and total hydrocarbons in the surface sediment environment; comparing with current national environmental standards and regulations;- Conducting a preliminary assessment of the impact of oil spills on marine biological resources and ecosystems;- Preparing an investigation, survey, and preliminary assessment report on marine pollution levels due to oil spills.
