Introduction to Social Work at the Intermediate Level

On February 10, 2019, Circular 54/2018/TT-BLDTBXH regulating the minimum knowledge volume and competency requirements to be achieved by learners after graduation at the intermediate and college levels in health and social service fields under the Ministry of Labor, Invalids and Social Affairs, will take effect.

According to the Regulations on the Minimum Knowledge Volume and Competency Requirements that Learners Must Achieve Upon Graduation from Intermediate-Level, College-Level Social Work Programs promulgated with Circular 54/2018/TT-BLDTBXH, intermediate-level social work is a field aimed at assisting individuals in need of psychological and social support, meeting Level 4 requirements in the Vietnam National Qualifications Framework.

By applying professional aid methods, Social Work aids individuals, families, groups, and communities to enhance capacities, restore or strengthen social functions; simultaneously creating opportunities for them to access resources, policies, and social services. Thus, Social Work contributes to building an advanced social security system, limiting the emergence of social issues, improving the quality of life, and striving towards a healthy, equitable, and happy society.

The individuals that Social Work aims to assist include children, women, the elderly, the poor, people with disabilities, those with mental health issues, substance abusers, individuals affected by HIV/AIDS, victims of domestic violence, disasters, human trafficking, etc. The profession operates in centers/organizations providing social welfare services and psychological counseling, hospitals, schools, centers/organizations advising and treating substance abuse, and centers/organizations managing or implementing community development projects, both domestic and international NGOs working in areas of poverty alleviation, community development, and social development.

Notice that the minimum knowledge volume for learners is 1,400 hours (equivalent to 57 credits).
