This is a notable content of the Circular No. 1/2021/TT-BNV issued on January 11, 2021 guiding the organization of the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term in Vietnam.
According to Clause 2 Article 6 of the Circular No. 1/2021/TT-BNV of the Ministry of Home Affairs of Vietnam, instructions for arranging polling places are as follows:
Polling places including: entrance and exit gates, areas outside and inside the polling room must be decorated according to the instructions of the competent authority.
** Entrance and exit gates and areas outside the polling room
- The election team uses locally available materials to make the entrance to the polling station;
- The area outside the polling room is where the list of electors is posted; voting room rules, election rules; the place where the opening ceremony is held; the place where voters come to vote. This area can be arranged with tables and chairs for electors to wait for voting;
(The entrance and exit gates and the area outside the polling room are decorated according to Form No. 01 issued together with this Circular).
** The areas inside the voting room
- The area inside the polling room must be arranged solemnly, with enough tables, chairs, pens and other necessary conditions for electors to come and vote; where there is a large hall, the opening ceremony can be held right in the voting room;
- The polling room must have one-way entrances and exits in a certain order. The layout can be seen in the following diagram: Starting at the entrance is an instruction desk, a table for electors to present their elector’s cards and receive ballots; next is a number of tables for voters to write their ballots, a place to put ballot boxes; the desk stamps “Casted” on the elector’s card to confirm that the voter has voted; exit for voters after completing voting;
- Depending on the specific conditions of each polling station, the Election Team shall post up the list and biographies of the candidates; standards of National Assembly deputies and standards of People's Council deputies for electors' reference before writing ballots;
- Where voters write their ballots, there should be partitions or closed rooms to ensure that voters "vote by secret" in accordance with the law on election;
