International Cooperation on National Defense Industry

As stipulated in Article 5 of the Defense Industry Ordinance 2008, international cooperation on defense industry is pursued according to the following principles:

- The state creates conditions for foreign organizations and individuals to participate in defense industry activities on the principles of respecting independence, sovereignty, non-interference in each other's internal affairs, equality, and mutual benefit, in accordance with Vietnamese law and international treaties to which Vietnam is a member;- Ensuring state secrets on defense and security;- Prioritizing high-tech and dual-use technology sectors;- Complying with legal regulations on military foreign affairs activities; export and import regulations, procurement of defense goods, and other regulations related to the defense industry.

Content of international cooperation on defense industry includes:

- Establishing, strengthening, and developing cooperative relationships with other countries;- Exchanging information, technical documents, and transferring technology to serve the construction and development of the defense industry;- Joint ventures, partnerships in production, major repairs; cooperation in research, application, and production deployment serving the defense industry;- Training human resources for the defense industry.
