International Code ISPS: Regulations on Port Facility Security Personnel

Port Security Officer is the person designated to be responsible for the development, implementation, amendment, and maintenance of the Port Security Plan and communication with the Ship Security Officers and Company Security Officers.

According to the provisions of Section 17 Part A of the International Ship and Port Facility Security Code and the 2002 Amendments to Solas (ISPS), a Port Facility Security Officer must be appointed for each port facility. One person may be appointed as the Port Facility Security Officer for one or more port facilities.

In addition to the duties mentioned in other regulations within Part A of the ISPS Code, the duties and responsibilities of the Port Facility Security Officer shall include, but are not limited to:

- Conducting an initial comprehensive security survey of the port facility taking into account the relevant port facility security assessment;- Ensuring the development and maintenance of the Port Facility Security Plan;- Implementing and exercising the Port Facility Security Plan;- Conducting periodic security inspections of the port facility to ensure the continued effectiveness of appropriate security measures;- Recommending and incorporating, as appropriate, modifications to the Port Facility Security Plan to correct deficiencies and to update the plan, taking into account the changes in the port facility;- Enhancing security awareness and vigilance of port facility personnel;

- Ensuring adequate training for the personnel responsible for security of the port facility;- Reporting to the appropriate authorities and maintaining records of security threats, breaches, and incidents affecting the port facility;- Coordinating implementation of the Port Facility Security Plan with the Company and ship security officers;- Coordinating with security services, as appropriate;- Ensuring that standards for personnel responsible for security of the port facility are met;- Ensuring that security equipment, if any, is properly operated, tested, calibrated, and maintained; and- Assisting Ship Security Officers when requested in confirming the identity of persons seeking to board the ship.

The Port Facility Security Officer shall receive the necessary support to fulfill their duties and responsibilities as outlined in Chapter XI-2 and Part A of the ISPS Code.
