On November 26, 2024, the Prime Minister of the Government of Vietnam issued Official Telegram 121/CD-TTg to continue boosting domestic market development and stimulating consumption, as directed by the Prime Minister of the Government of Vietnam.

Intensifying support for enterprises in issues related to trade defense investigations and origin fraud in Vietnam

To accelerate domestic market development and stimulate consumption in the remaining months of the year, it is necessary to implement appropriate solutions to increase total demand, stimulate domestic consumption, boost trade promotion, investment, quickly overcome the aftermath of storm No. 3, swiftly stabilize the people's lives, restore production and business activities, and accelerate public investment disbursement. The Prime Minister of the Government of Vietnam requires the Minister of Industry and Trade to urgently perform the tasks stipulated in Official Telegram 121/CD-TTg 2024 as follows:

- Continue to direct the implementation of synchronized and effective solutions for supply and demand regulation, market stabilization, and consumption-stimulating policies to clear the domestic market, link production with distribution and goods consumption; review, study, and propose policies to support domestic businesses in participating in domestic and global supply chains; enhance trade promotion, connect supply and demand to boost the consumption of domestically produced goods in both traditional and modern distribution channels; actively support the provision of market information, legal consultancy for small and medium-sized enterprises;

- Actively organize promotional programs across the region and nationwide, cooperate with localities to enhance connectivity and distribution activities for OCOP products, bring goods to remote areas, and industrial zones to stimulate domestic consumption;

- Accelerate the implementation of programs, events to support people and businesses in buying, selling, and consuming domestically produced products and goods on digital platforms and e-commerce; organize activities to promote regional links in e-commerce, cross-border e-commerce promotion activities with regional countries, and major import markets;

- Promote the application of information technology and digital transformation; continue to reform, simplify, and expedite administrative procedure resolution; upgrade the online public service supply level (if applicable);

- Strengthen state management in domestic trade, effectively implement measures for market inspection and control; support businesses in handling issues related to trade defense investigations, origin fraud, combating smuggling, trade fraud, and counterfeit goods;

- Continue to monitor, direct, and urge localities and businesses to implement programs and schemes on domestic market development approved by competent authorities; implement solutions and specific, practical activities to stimulate consumption and promote the development of the domestic trade market;

- Study and develop mechanisms to tightly control imports through e-commerce, which is currently applying significant pressure on domestically produced goods and affecting the consumption of domestic enterprises' products;

- Collaborate with the Ministry of Finance to propose solutions for disbursing public investment funds to implement tasks for stimulating consumption and promoting the domestic market.
