Integration of Cadastral Attribute Data Construction with Red Book Registration

Recently, the Minister of Natural Resources and Environment has issued Circular 30/2013/TT-BTNMT stipulating the implementation of integrating the measurement for preparing or editing cadastral maps with the registration and issuance of certificates of land use rights, ownership of residential houses, and other assets attached to the land, as well as the construction of cadastral records and cadastral databases.

Circular 30/2013/TT-BTNMT stipulates that during the process of registration and issuance of the Certificate, the integration of the cadastral attribute data construction must be implemented, while concurrently completing the cadastral spatial data according to the following regulations:

- Implement the input and standardization of cadastral attribute data regarding the parcel history (from cadastral records or registration records prior to the cadastral map drawing) into the cadastral database during the organization of land registration, and land-attached assets declaration.- Implement the input and standardization of cadastral attribute data into the cadastral database for each registration record immediately after being checked and commented upon by the Land Use Rights Registration Office. Upon approval by the competent authority for the Certificate issuance, perform the scanning and storage of the Certificate before handing it over to the recipient; update additional information on the issued Certificate; revise cadastral attribute data in cases where the certificate issuance data differ from the registration declaration data.- Implement the revision and completion of cadastral spatial data during the organization of land registration declaration in cases where the measurement results are reported to be erroneous, and the report is verified to be correct.

Note: In cases where the spatial parcel data change compared to the cadastral map measurement results after issuance by the competent authority, revise and complete the cadastral spatial data to match the issued Certificate.
