Instructions on the Procedure for Handling Administrative Procedures on the Public Service Portal

Pursuant to Article 4 of Circular 22/2019/TT-BTTTT, the sequence for resolving administrative procedures on the Public Service Portal and the ministerial/provincial electronic one-door information system must comply with the procedural regulations defined in Articles 17, 18, 19, and 20 of Decree 61/2018/ND-CP dated April 23, 2018.

At each step in the administrative procedure process, the Public Service Portal and ministerial/provincial electronic one-door system must display the corresponding processing status of the dossier.

The requirements for displaying the processing status on the Public Service Portal and the ministerial/provincial electronic one-door system are implemented according to the guidelines in Appendix I issued alongside Circular 22.

Furthermore, Circular 22/2019/TT-BTTTT comprehensively stipulates the following general requirements for the Public Service Portal, the ministerial/provincial electronic one-door information system:

- Compliance with the regulations on constructing the Public Service Portal and the ministerial/provincial electronic one-door system pursuant to Article 25 of Decree 61/2018/ND-CP dated April 23, 2018.

- Compliance with the Government of Vietnam's Electronic Architecture Framework and the existing Electronic Government Architecture at the ministerial/provincial level. Data connection, interoperability, and sharing between information systems are carried out via the shared integration platforms at the ministerial/provincial level (LGSP) and the national data integration and sharing platform.

- Compliance with regulations on providing online public services and ensuring easy access to the information portal or electronic portal of state agencies.

- Compliance with the regulations for the Public Service Portal and the ministerial/provincial electronic one-door system in implementing the one-door, inter-connected one-door mechanism in resolving administrative procedures.

- Ensuring the ability to connect and share data between information systems and the databases of state agencies (including internal information systems of ministries, provinces, national databases, and information systems at the central and local levels) to serve the coordination of resolving administrative procedures online and the reuse of existing information and data.

- Ensuring the ability to connect with the information systems of postal enterprises for receiving dossiers and delivering administrative procedure resolution results through postal services, the shared electronic category management information system of state agencies, the development of Vietnam's Electronic Government, and the national database on administrative procedures, the system for collecting and evaluating the use of information and online public services by the Ministry of Information and Communications.

- Ensuring readiness to connect and share information between competent authorities resolving administrative procedures with organizations and individuals requesting the execution of administrative procedures via electronic means, media, and social networks.

- Ensuring the provision of tools and methods for receiving, processing, and delivering the results of administrative procedure resolution, and coordinating administrative procedure resolution online.

- Ensuring the provision of tools to support competent authorities resolving administrative procedures in organizing, managing, exploiting, and storing administrative procedure dossiers of organizations and individuals in compliance with the law.

- Ensuring information security during operation, connection, and managing accounts and central authentication.
