Regarding this issue, LawNet would like to answer as follows:
On November 10, 2023, the Central Organizing Committee issued Instruction 25-HD/BTCTW on a number of contents on annual review, assessment, and quality ranking for collectives and individuals in the political system.
Specifically, Instruction 25-HD/BTCTW has provided detailed instructions on implementing the annual review of party members in the political system as stipulated in Article 7 of Regulation 124-QD/TW as follows:
(1) At Point 1.1 and Point 1.2, Clause 1 regarding preparation for review, proceed as follows:
- Heads of party committees, party organizations, leaders of agencies and units directly direct the preparation of collective review reports according to Form 01 and collect comments from relevant organizations, agencies, and units at the same level. The draft review report shall be sent to members participating in the review conference at least 03 working days in advance.
- Each individual makes a self-criticism according to Forms 2A and 2B.
- The Standing Committee of the superior Party Committee directly establishes a working group (or group) to attend and direct the review in places where review is suggested; assigns members and officials of advisory and assisting agencies of the party committee to attend, direct, and summarize the results of reviews at the party committee, party organizations, leadership collectives, and lower management levels and report to competent authorities for consideration and decision.
- Time to organize collective and individual reviews of the Standing Committee of the Provincial Party Committee, City Party Committee, and Party Committee directly under the Central Government; Party unions, party committees, and leadership and management collectives under the Central Government are at least 02 days. For places where the Politburo and the Secretariat suggest a review, the review time is at least 3 days. Provincial Party Committees, City Party Committees, and Party Committees directly under the Central Government regulate review time for collectives and individuals under their management.
(2) At Point 1.3, Clause 1, regarding suggestions for criticism of groups and individuals, proceed as follows:
- The Politburo and the Secretariat suggest criticism of party committees, party organizations, agencies, units directly under the Central Government and officials under the management of the Politburo and Secretariat when necessary.
- Standing Committees of Party Committees at all levels suggest criticism for relevant collectives and individuals according to their authority (if necessary).
- The Party Committee's organizing committee, or the advisory agency on organizational and cadre work, is responsible for presiding and coordinating with the Inspection Committee at the same level and relevant agencies to advise competent authorities on groups and individuals that need to suggest criticism and the content of suggested criticism.
(3) At point 2.3, the criticism of leaders and managers is stipulated as follows:
- Review at the cell where party activities are taking place.
- Review at the leadership and management team where you are working.
- For cadres, civil servants, and public employees holding many leadership and management positions, in addition to reviewing at party cells where party activities are taking place and leadership and management collectives where they are working, the review must be carried out at the place where the leader or manager is held according to the subjects specified in Article 5, Regulation 124-QD/TW.
- Officials, civil servants, and public employees who concurrently hold many equivalent leadership or management positions shall be reviewed at the place where they hold the leadership or management position and have more working time.
For officials who concurrently hold many leadership and management positions and hold the position of head, they are responsible for directing and presiding over the review of organizations, agencies and units according to regulations.
- In case of concurrently holding leadership or management positions in other organizations, agencies, or units without performing specialized tasks, there will be no review at that organization, agency, or unit.
but must report the results of performing concurrent responsibilities and tasks assigned to both the part-time work place and the main work place. The organization, agency, or unit where the officer is part-time is responsible for sending comments and assessments to the main place of work as a basis for assessment and classification according to regulations.
(4) At point 2.3, regulations on assessment, classification, and implementation are as follows:
- Evaluate and classify party members at the party cell where party members are living.
- Officials, civil servants, and public employees holding many leadership and management positions shall evaluate and classify the quality of cadres, civil servants, and public employees in the place holding the highest position. In cases where officials, civil servants, and public employees concurrently hold multiple titles or equivalent positions, their quality will be evaluated and ranked annually in the place with more working time.
