On November 30, 2023, the Central Organizing Committee issued Instruction 26-HD/BTCTW on the implementation of organizational arrangements, cadres, civil servants, and officials of party agencies, the Fatherland Front, and socio-political organizations in localities implementing the arrangement of district and commune-level administrative units for the period 2023–30.

Instructions on arranging party organization when arranging district-level administrative units in Vietnam

The Central Organizing Committee guides the implementation of party organizational arrangements in localities, implementing the arrangements of district and commune-level administrative units for the period 2023–2030 as follows:

(1) Regarding organization

- For newly established district and commune-level administrative units due to consolidation or merger of administrative units at the same level: the Standing Committee of the superior Party Committee directly develops a project and decides to establish a new party unit on the basis of merging and consolidating the party organization of the same level administrative unit before arrangement; appoint the executive committee, standing committee, secretary, and deputy secretary of the party committee according to the provisions of the Party Charter. The arrangement of the party organization is synchronous with the arrangement of district- and commune-level administrative units. The first term of the newly established party committee is the same as the term of the party committees of district and commune-level administrative units carrying out consolidation and merger.

- For district and commune-level administrative units with adjusted boundaries: the Standing Committee of the Provincial Party Committee leads and directs the transfer of party organization; the immediate superior party committee where the transferred party cell or party cell is located is responsible for carrying out procedures for transferring the party organization and transferring collective party activities to party members; and the immediate superior party committee where the party cell or party cell is transferred is responsible for carrying out procedures for receiving party organizations and party members corresponding to the adjusted boundaries.

- For dissolved district and commune-level administrative units: dissolve the party organization according to the provisions of the Party Charter.

(2) Regarding the number of party committee members, standing committee members, and deputy party secretaries; number of members and vice-chairmen of the newly established party-level inspection committee

- The first term of the new party committee

+ The maximum number of members of the Party Committee, members of the Standing Committee of the Party Committee, and members of the Inspection Committee of the Party Committee of the new Party Committee must not exceed the total number of existing party organizations at the same level before arranging to subtract the number of comrades who retire, leave work, or transfer to other jobs.

+ The maximum number of deputy secretaries of the Party Committee and deputy heads of the inspection committee of the new party committee must not exceed the total number of existing heads and deputy heads of party organizations at the same level before arranging to subtract the number of comrades who retire, leave work, or transfer to other jobs.

- Next term

Number of party committee members, standing committee members, and deputy party secretaries; The number of members and vice chairs of the Party Committee's inspection committee will comply with the regulations and directives of the Politburo and the Central Government's instructions.

During the implementation process, if there are any problems, it is recommended that party committees and party organizations under the Central Government promptly report them to the Central Organizing Committee for consideration and resolution.
