The Central Inspection Committee issued Instruction 05-HD/UBKTTW dated November 22, 2022 implementing a number of articles in Regulation 69-QD/TW on disciplining party organizations and party members for violations. In particular, instructions for 08 violations by Party members will be disciplined as follows:
- Failure to comply with the Party's organizational principles; decreased will to strive; not being exemplary in life and work; avoiding, pushing, or lack of responsibility; working ineffectively; not completing assigned responsibilities and tasks.
- Violating issues related to political standards according to regulations on internal Party political protection.
- Directing, researching, thoroughly grasping, and organizing the untimely, incorrect, or incomplete implementation of the Party's policies and regulations, State laws, Charter and the regulations of the Fatherland Front, socio-political organizations.
- Failure to develop specific programs and action plans according to assigned tasks; failure to assign specific tasks to units, organizations, and individuals in implementing or developing formal programs and plans leads to violations by organizations or party members.
- Bureaucratic, distant from the masses, not close to the grassroots, lacking inspection and urging, not firmly grasping the situation of their localities, agencies, and units; indifferent, insensitive, and irresponsible towards the difficulties, frustrations, and legitimate demands of the people.
- Recording and reporting dishonest information on the opinions and discussions of party members and the conclusions of heads of party committees and party organizations.
Arbitrarily contacting organizations and individuals to write articles and update information not according to the program or work plan, not in accordance with the principles and purposes of the industry; Committing acts of threatening, harassing, causing difficulties, or demanding to write, post, remove posts, or share information with organizations and individuals to receive money, valuable materials, or other benefits; Violations are subject to administrative sanctions by competent authorities.
- Party members who exercise the right to denounce may have their party organization or competent agency conclude that the denunciation content is true or partially true; true about the phenomenon but not true in essence, it is not considered a fabrication, slander, or false accusation.
- There are words, actions, or others that threaten or violate the life, health, property, reputation, honor, dignity, rights, and legitimate interests of the accuser.
+ Preventing and causing difficulties in exercising legitimate rights and interests in rank transfer examinations, rank promotions, salary increases, rewards, training, fostering, planning, mobilization, rotation, appointment, and other legitimate rights and interests of the whistleblower.
+ Discriminating or manipulating others to hinder the whistleblower's duties and official duties.
+ Dealing with violations of the Party's regulations and State laws, changing the job of the whistleblower with the motive of repression.
+ Directly or by hiring or asking others to threaten, suppress, retaliate, suppress, control, or slander the person directly resolving complaints and denunciations.
+ Directly or through other people meeting, calling, texting, or using other behaviors to pressure the resolver to distort the content of resolving complaints and denunciations.
- Failure to implement or improperly implement policies and laws on social insurance, unemployment insurance, and health insurance, affecting the benefits of insurance beneficiaries; abuse, profiteering, causing loss or damage to social insurance, unemployment insurance, and health insurance funds.
- Incorrectly declaring personal information, working time, and time participating in social insurance, unemployment insurance, and health insurance to enjoy insurance policies and regimes.
- Have a biological child outside of marriage with another person.
- Refuse or do not cooperate in performing the obligation to confirm bloodline at the request of the competent party organization.
- Violations due to the implementation of family planning measures that will affect maternity health (with confirmation from a district hospital or equivalent or higher) will be considered for a reduced level of discipline.
- Violations due to intentional or forced failure to carry out family planning will be considered for increased disciplinary action.
- Allowing the management board, relic protection board, or person assigned to manage and look after the relic to take advantage of superstitious activities or profiteering; Using merit money, donations, and support from organizations and individuals for projects and belief and religious activities for the wrong purposes and not in accordance with the law.
- Allowing, approving, and granting land for the construction of worship, religious, and belief facilities contrary to regulations.
