On September 15, 2023, the Ministry of Education and Training issued Official Dispatch 5031/BGDDT-GDQPAN on guidance on implementing national defense and security education tasks for the 2023-2024 school year.

Instructions for implementing the national defense and security education program for the 2023 - 2024 school year in Vietnam

Specifically, for the implementation of the national defense and security education program for the 2023 - 2024 school year, the Ministry of Education and Training has issued the following instructions:

(1) For departments of education and training

- Direct agencies, functional units, and educational institutions to develop plans and organize the implementation of teaching the subject National Defense and Security in accordance with regulations, ensuring science and effectiveness in accordance with the practical conditions of the locality, school, and students.

- For grades 5 in elementary school and 9 in middle school, continue to implement integrated teaching of National Defense and Security according to Circular 01/2017/TT-BGDDT.

In the 2023-2024 school year, grades 1, 2, 3, and 4 of primary school, according to the 2018 General Education Program, will carry out integrated teaching focusing on the following topics: patriotic education; historical traditions of the Vietnamese people in building and defending the country; love for homeland; love for peace; love for socialist Vietnam; Grades 6, 7, and 8 at the lower secondary level, according to the 2018 General Education Program, carry out integrated teaching focusing on the following topics: educating the nation's traditions of building and defending the country; historical traditions of the People's Army and People's Police; love for the homeland; Vietnam's seas and islands,...

The integrated content of National Defense and Security is implemented through lessons in subjects, experiential and career guidance activities, and visits to historical relics, museums, traditional houses, and people's armed forces units.

- For grades 10 and 11 at the high school level, implement the content of QDQPAN education according to Circular 46/2020/TT-BGDDT on Promulgation of the National Defense and Security subject program at the high school level; use new approved textbooks.

In the 2023-2024 school year, grade 12 will continue to use current textbooks following the approach to the EducationQPAN Program prescribed in Circular 46/2020/TT-BGDDT and supplement new knowledge that was trained in July 2023.

- Schools organize teaching according to program distribution for the whole school year; The content of practice and teaching is strictly focused on the lesson, but there are no more than 3 periods/session and they must strictly comply with regulations on ensuring safety when using weapons and equipment.

(2) For universities, academies, universities, pedagogical colleges, and defense and security education centers

- Organize the development of plans and implement teaching the content of the National Defense and Security subject in accordance with the regulations in Circular 05/2020/TT-BGDDT on Promulgation of the National Defense and Security Program in pedagogical colleges and higher education institutions .

- For students who have completed the National Defense and Security subject program at the college level, when transferring to the university level, higher education institutions and National Defense and Security centers base their decisions on the subject content to build an appropriate National Defense and Security program in the direction of recognizing learned content, supplementing unlearned content according to Circular 05/2020/TT-BGDDT, and issuing course completion certificates.

- Actively innovate teaching methods and improve the quality of teaching and learning the subject National Defense and Security.

Organize teaching, evaluate results, and issue course completion certificates according to regulations.

- Higher education institutions are assigned autonomy in the subject of National Defense and Security, National Defense and Security centers strictly implement regulations on organizing centralized teaching according to the provisions of Clause 3, Article 12, Law on National Defense and Security Education 2013.

- Thoroughly grasp and seriously implement Decision 2861/QD-BQP on adjusting and supplementing the National Defense and Security link list. Higher education institutions and National Defense and Security centers are not allowed to adjust National Defense and Security links themselves. When needing to adjust links, they must report and receive written consent from the Ministry of Education and Training and the Standing Agency of the Central National Defense and Security Education Council.

- Organize the management and issuance of National Defense and Security certificates to ensure strict compliance with regulations; At the end of the training course, report the training results and the number of certificates issued to the Ministry of Education and Training through the Department of Education and Training.
