On December 23, 2022, the Minister of Labour, Invalids and Social Affairs of Vietnam issued Official Dispatch 5234/LDTBXH-TTTT on guidelines for non-cash payments to beneficiaries of social security policies.

Thus, the Ministry of Labor, War Invalids, and Social Affairs of Vietnam requested the Provincial People's Committee to direct and implement the implementation of a number of specific instructions as follows:

- The Chairman of the Commune/Ward People's Committee directs the LDOLISA staff of the commune/ward to coordinate with the commune-level police in collecting and updating information on the accounts of beneficiaries of social security policies (hereinafter referred to as "beneficiaries") in the locality, giving priority to those who are receiving monthly allowances according to the policies of the Central Government and specific policies of the locality.
In the immediate future, the commune-level police will verify information on the national population database system.
After the Ministry of Public Security completes the connection with the State Bank of Vietnam (via Napas), the Commune Police will verify account information on the National Population Database System.
- The work of collecting, updating, and authenticating information about the initial accounts of the subjects strives to be completed in the first quarter of 2023.
The collection, updating, and authentication of information about the subjects' accounts is done regularly, monthly before each payment period.
Information collected includes the following minimum information fields:
+ Your first and last names.
+ Date/month/year of birth.
+ A personal identification number or a citizen identification number.
+ Place of permanent residence (commune/district/province)
+ The subject's account number for social security benefits or the account of an authorized individual (including bank accounts, e-wallets, mobile money accounts, and other legal forms).
+ Name of the bank or service provider where the subject opens an account or is authorized to open an account.
- After the verification is complete, the chairman of the commune/ward People's Committee sends the list to the Department of Labour, Invalids, and Social Affairs to summarize and send to the Department of Labour, Invalids, and Social Affairs for monitoring.
The Department of Labour, Invalids, and Social Affairs is responsible for synthesizing data on beneficiaries of social security policies in the locality and sending it to the Ministry of Labour, Invalids, and Social Affairs for monitoring and updating information in the national database on population, identification, and electronic authentication.
- When the system of social security databases is officially put into operation, the Ministry of Labour, Invalids, and Social Affairs shall coordinate with the Ministry of Public Security in verifying the subject's information and the subject's account information to support expenses.
Specifically, the instructions for making non-cash payments to beneficiaries of social security policies must adhere to the following principles:
- The implementation of non-cash payments to beneficiaries creates no administrative procedures and does not alter the work-related payment handling process for social security beneficiaries.
- The selection of payment service providers and organizations shall be made by localities according to current regulations.
- The Department of Labour, Invalids, and Social Affairs assigned to pay shall open a payment account at a commercial bank to receive personal payment payments as prescribed in Circular 136/2018/TT-BTC.
- The process of controlling and paying through the State Treasury shall comply with the provisions of the following specific documents:
+ Decree 11/2020/ND-CP establishing administrative procedures for the state treasury
+ Circular 62/2020/TT-BTC guides the control and payment of recurring expenditures from the state budget through the State Treasury.
+ Circular 76/2021/TT-BTC guiding Clauses 1 and 2, Article 31 of Decree 20/2021/ND-CP stipulating social assistance policies for social protection beneficiaries
+ Circular 44/2022/TT-BTC stipulating the management and use of recurrent expenditures for the implementation of policies and preferential regimes for people with meritorious services to the revolution, relatives of people with meritorious services to the revolution, and those directly participating in the resistance war under the management of the Labor, Invalids, and Social Affairs sector.
+ State Treasury Official Dispatch 6001/KBNN-KSC dated November 17, 2021, on personal payment via account.
The guidelines in this Official Dispatch have been included in the draft circular to replace Circular 62/2020/TT-BTC (expected to be issued in January 2023).
