This is a noteworthy provision in Circular 136/2018/TT-BTC amending and supplementing a number of articles of Circular 13/2017/TT-BTC dated February 15, 2017, of the Ministry of Finance regulating the management of cash receipts and expenditures through the State Treasury system.
To be specific, according to the provisions of Clause 4, Article 1 of Circular 136/2018/TT-BTC amending Article 8 of Circular 13/2017/TT-BTC, it is stipulated that units using the State Budget (NSNN) when transacting with the State Treasury (KBNN) which has an account at a commercial bank and has the need to withdraw cash valued at one hundred million (100,000,000) VND or more in one transaction, must withdraw cash at the commercial bank where the KBNN unit opens its account, except in the following cases:

- The unit has both a deposit into the KBNN and a cash expenditure in the same transaction; ensuring that after offsetting, the actual cash expenditure at the KBNN does not exceed one hundred million (100,000,000) VND.- The KBNN unit directly pays compensation and support to the public as required by the competent authority.
Circular 136/2018/TT-BTC guides the process of cash withdrawal at the commercial bank where the KBNN unit opens its account as follows:
Step 1: The unit using NSNN is responsible for accurately and fully recording information (full name; address; ID card number and issue date or certification document of the armed forces or valid identification card or passport) of the cash recipient (officials of the unit) on the payment request documents sent to KBNN.
Step 2: KBNN performs NSNN expenditure control and cash payment control according to the stipulated policies. If conditions are met, it transfers the cash withdrawal documents via the electronic bilateral payment process to the commercial bank where KBNN opens its account to request the commercial bank to provide cash for the unit using NSNN. The cash withdrawal documents of KBNN must fully record the information about the cash recipient of the unit using NSNN when transacting with the KBNN unit that opens the payment account at the commercial bank, with the need to withdraw cash valued at one hundred million (100,000,000) VND or more in one transaction (hereafter referred to as the unit using NSNN).
Step 3: Based on the cash withdrawal documents transferred by KBNN and the ID card or certification document of the armed forces or valid identification card or passport of the cash recipient, the commercial bank where KBNN opens its account handles the cash issuance to the unit using NSNN (through the cash recipient of the unit); simultaneously, debits KBNN according to the electronic bilateral payment process between KBNN and the commercial bank.
The NSNN using unit is responsible for withdrawing cash at the commercial bank on the same day KBNN transfers the cash withdrawal documents to the commercial bank; simultaneously, coordinating to complete the procedures as required by the bank upon receiving cash at the commercial bank. The NSNN using unit bears responsibility for the management, storage, transportation, and use of the cash received from the commercial bank according to the expenditure content approved for payment by KBNN.
Notably, in case the NSNN using unit cannot withdraw cash on the day KBNN transfers the cash withdrawal documents to the commercial bank, the unit must inform KBNN to cooperate with the commercial bank where KBNN opens its account to handle the cash withdrawal documents transferred according to the electronic bilateral payment process between KBNN and the commercial bank.
