Instruction on score emulation for units under the Supreme People's Court and the Court Academy in Vietnam (Internet image)
On April 5, 2023, the Supreme People's Court issued Decision 123/QD-TANDTC-TDKT on the emulation scoreboard applied in the People's Court.
In particular, the Supreme People's Court of Vietnam has provided guidance on emulation scoring applied to units of the Supreme People's Court and the Court Academy.
1. Scoreboard for emulation with units of the Supreme People's Court and the Court Academy in Vietnam

2. Guidelines for scoring emulation for units under the Supreme People's Court and the Court Academy
The emulation scoring for units under the Supreme People's Court and the Court Academy is guided by Decision 123/QD-TANDTC-TDKT as follows:
2.1. Scoring Principles
The grading must be done seriously, honestly and authentically with the results of completing the emulation target of the unit in the working year. Based on the level of task completion according to the prescribed criteria, the scoring method is determined as follows:
- Completing 100% of the targets in terms of work areas specified in the following items: Emulation and commendation work; professional and professional work; other tasks (reaching the total number of standard points specified for each item, corresponding to the tasks performed by the unit). The total standard score is 900 points. For the criteria specified in the Scorecard, but due to the characteristics of the unit that are not required to be performed, the corresponding score will be deducted from the standard score; for these units, when evaluating and emulating, the total standard score is calculated on the tasks that the unit has to perform.
- Targets completed according to the criteria set out in each subsection shall be scored by the number of standard points; Indicators that are not completed according to the criteria set out in each subsection will score 0 points.
- The work areas that exceed the prescribed targets will be counted with points (bonus points); The work aspects that violate the regulations will be deducted points (minus points).
- How to calculate bonus points and minus points: If you can perform any more content, you will get bonus points for that content (maximum 100 points ); If you violate any emulation criteria, points will be deducted for that content.
The total number of emulation points of the unit achieved in the working year is equal to: Standard score + Bonus point - Minus point.
2.2. Evaluation of competition results
The unit self-assesses the emulation results on a quarterly basis, the total emulation score for the whole year is determined according to the combined results of each quarter. On the basis of self-scoring results of units; based on the review, appraisal and inspection results of the Emulation Cluster, the Supreme People's Court to accurately and objectively determine the emulation opinion.
When commenting on emulation, apply the principle of comparing achievements between units as a basis for commenting on emulation titles and forms of commendation.
- Unit "Excellently complete the task" is the unit that exceeded the set emulation targets, with the total score achieved in the working year (above the standard score): 900 points .
- Unit "Complete tasks well" is the unit that completes the set emulation targets, with the total number of points achieved in the working year (reaching the standard score): 900 points .
- The unit "Completing the task" is the unit that completes the set emulation targets, with the total number of points achieved in the working year (reaching the standard score): 900 points but has 01 of the prescribed at: Section C. Deductions in the Scorecard.
- Units "Failing to complete the task" are units that do not fulfill the set emulation targets, with the total number of points achieved in the working year (not meeting the standard score): 900 points; or: have 01 of the criteria specified in: Section D. Score listed in the Scoreboard.
The total standard score of each unit is calculated on the criteria of the task to be performed; Therefore, when evaluating emulation and recommending commendation, it is necessary to focus on comparing achievements in exceeding emulation targets (bonus points) and comprehensively evaluating other aspects of work for commendation.
2.3. Applying points to consider and award emulation titles
On the basis of the results of the emulation scoring for the units and the commendation rate, to consider and propose the award of the emulation title according to the principle of taking from high to low scores to select for consideration for emulation, specifically as follows:
- Emulation flag of the People's Court: Selected among the units that successfully completed the task.
- Emulation flag of the Government: Selected from among typical units that successfully completed the task, taking the lead among those already considered, and proposing to present the Emulation Flag of the People's Court.
- For units in the case of list list as prescribed in the above section, they still score emulation and classify units in the year but do not consider conferring emulation titles.
- Special cases shall be decided by the Emulation and Commendation Council of the People's Court and the Chief Justice of the Supreme People's Court.
