Instruction on progress in implementing urban railway works and projects in Hanoi and Ho Chi Minh City, Vietnam

On September 24, 2024, Deputy Prime Minister of the Government of Vietnam Tran Hong Ha - Head of the Task Force chaired the 3rd session of the Task Force assisting the Steering Committee to direct the progress of implementing urban railway works and projects in Hanoi and Ho Chi Minh City (hereafter referred to as the Task Force) according to Decision 62/QD-BCDCTTDQG dated May 4, 2024.

According to Notice 443/TB-VPCP dated October 1, 2024, after hearing reports from the Ministry of Transport, the People's Committee of Hanoi, and the People's Committee of Ho Chi Minh City, and the opinions of the meeting attendees, Deputy Prime Minister of the Government of Vietnam Tran Hong Ha - Head of the Task Force concluded as follows:

1. Commend the Ministry of Transport and the cities of Hanoi and Ho Chi Minh City on the preparation of comprehensive, synchronized, thorough, and methodical schemes. Basically agree with the roadmap and progress of investing in urban railway lines according to Conclusion 49-KL/BCT of the Political Bureau as proposed by the two cities and the Ministry of Transport (by 2035, completing urban railway lines according to the existing plan, with a total length of 580.8km).

2. To ensure the quality and progress of schemes submitted to the Standing Committee of the Government of Vietnam, the Political Bureau, the Deputy Prime Minister of the Government of Vietnam requests:

   - The People's Committee of Hanoi and the People's Committee of Ho Chi Minh City promptly incorporate all comments from the meeting and written feedback from agencies to further complete the content of the schemes, and submit them to the Ministry of Transport by October 5, 2024, focusing on clarifying the context, implementation situation, emerging issues, and solutions for urban railway works and projects during the scheme development in each locality, especially regarding resource mobilization and specific policy mechanisms.

   - The Ministry of Transport promptly consolidate and complete the scheme for developing the urban railway network system in Hanoi and Ho Chi Minh City by 2035 to be submitted to the Standing Committee of the Government of Vietnam before October 10, 2024.

3. Regarding completion of Dossiers and Submission Progress:

   - On dossier completion: ensure conformity with the working regulations of the Government of Vietnam and the working regulations of the Central Executive Committee of the Communist Party of the 13th term, including: the submission to the Standing Committee of the Government of Vietnam, the draft submission to the Political Bureau, the draft conclusion of the Political Bureau, the main report, the summary report of the scheme; and appendices included.

   - For dossiers submitted to the National Assembly:

   + The Ministry of Transport to preside over, in close coordination with Hanoi City, Ho Chi Minh City, and other relevant ministries and agencies, quickly complete the dossier to be submitted to the National Assembly as per regulations, including the draft Resolution of the National Assembly on specific mechanisms for the investment in urban railway lines in Hanoi and Ho Chi Minh City.

   + Assign the Ministry of Justice to appraise and register the content in the program of the 8th session of the 15th National Assembly for issuing this Resolution.

   - Regarding the submission progress: The Task Force agrees on the policy to accelerate the submission progress to the competent authorities for consideration of the schemes. The Ministry of Transport shall preside over, in close coordination with the People's Committee of Hanoi, the People's Committee of Ho Chi Minh City, to agree on the submission timeline to the competent authorities (Standing Committee of the Government, the Political Bureau, the National Assembly), reporting to Deputy Prime Minister Tran Hong Ha - Head of the Task Force before October 5, 2024.
