The Ministry of Agriculture and Rural Development of Vietnam issued Decision 2027/QD-BNN-CDS dated May 23, 2023, promulgating the Digital Transformation Evaluation Index set by the Ministry of Agriculture and Rural Development.
Specifically, the method of assessment and calculation of ranking points for units under the Ministry of Agriculture and Rural Development shall comply with the provisions of Clause 2, Section III of the Index issued together with Decision 2027/QD-BNN-CDS is as follows:
- Units under the Ministry will provide data according to the provided survey form or update the collected data on the software.
- The data provided by the units will be calculated with scores corresponding to the main indicators and the component indexes.
The evaluation council and the assisting group for the evaluation council shall coordinate with relevant agencies and units in verifying the content of reports and data and annually evaluate and rank units under and under the Ministry.
- Criteria (component indexes) and specific scoring methods for each main index group for the block of units that do not provide public services are detailed in Appendix I attached to Decision 2027/QD-BNN-CDS.
- Criteria (component indexes) and specific scoring methods for each main index group for public service providers are detailed in Appendix II attached to Decision 2027/QD-BNN-CDS.
- The block of units is: Department, Ministry Inspector. Units that do not have the function of providing public services and use the general IT infrastructure of the Ministry will be separated into blocks for evaluation and ranking when organizing specific implementation. according to each year (criteria, assessment method, scoring method, etc.) based on Appendix I. However, the questionnaire will be designed in accordance with the characteristics and nature of the block).
- Rank units by stat from high to low at each block.
Rating Index: I = Total Score Divided by Total Maximum Score.
Units that are Departments specified in Appendix 2 but do not have public services, the maximum total score does not include the following indicators: 6.4, 6.5, 6.6, 6.7, 6.8, 6.9, 6.10, and 6.17.
The index ranks each pillar (main index group): INTS, ITCS, IHTS, INLS, IATTT, and IHDCDS.

- The numerical conversion evaluation score of the units is the sum of the main index groups.
c) Cases that are not scored:
+ Not providing enough information and data.
+ The data provided does not match reality.
+ The data is available, but no verification documents are provided.
+ Sending reports late, beyond the required time limit.
Accordingly, the Digital Transformation Evaluation Index of the Ministry of Agriculture and Rural Development must ensure the following requirements:
- Sticking to the content of the Ministry's and the country's Digital Transformation Program to 2025, with an orientation to 2030, e-Government Development Strategy towards Digital Government in the 2021-2025 period, with orientation to 2030 , National development strategy to develop digital economy and digital society to 2025, orientation to 2030,
At the same time, there is a link and reference to relevant indicators used in the set of indicators for assessment at ministerial and sectoral levels in Decision 922/QD-BTTTT on the approval of the Project "Determining a set of indicators to evaluate digital transformation of ministries, ministerial-level agencies, agencies attached to the Government, provinces, and cities directly under the Central Government and the country".
- Ensuring feasibility, suitability with actual characteristics and conditions, and substantive and objective assessment of annual digital transformation implementation results of units under and under the Ministry.
- Consistency in the assessment cycle and data to serve the assessment; enhanced data collection available from entity-managed platforms for self-assessment.
- Enhancing the participation of specialized agencies, organizations and individuals in the process of evaluating and ranking digital transformation among units under and under the Ministry.
- Forming a system of monitoring and evaluating synchronously, consistently, and continuously the results of the indicators of all units under and under the Ministry. Using a software system and a database to support the collection and calculation of the level of digital transformation and the calculation and updating of the Index.
- Open and updated, developed in accordance with reality.
