Instruction on Converting Electronic Administrative Procedure Files and Results to Paper Documents

The conversion of dossiers, results of electronic administrative procedures to paper documents is stipulated in Decree 45/2020/ND-CP as follows:

1. Organizations and individuals can print the dossiers and results of electronic administrative procedures that they have created, and the competent authorities resolving administrative procedures can print the dossiers and results of electronic administrative procedures of organizations and individuals under their management from the information system for storage, information comparison, or presentation to competent authorities for information verification regarding the dossier and results of administrative procedures, or provide them to organizations and individuals who need to look up and verify information within the provisions of the law.

2. Paper documents converted from electronic dossiers and results must meet the following conditions:

- Fully and accurately reflect the content of the electronic dossier and results of administrative procedures;- Contain information showing that the dossier and results of administrative procedures have been processed in the information system, including the name of the information system or the name of the system’s management authority;- Include the identification code of the dossier and results of the electronic administrative procedure to facilitate information lookup and verification, or include the full name and signature of the person performing the conversion;- Bear the seal of the agency or organization performing the conversion in cases required by law or as agreed upon between the parties in the transaction;- Be retrievable at any time during the normal operation of the information system.

3. Paper documents converted from electronic dossiers and results of administrative procedures have the same validity as the electronic dossiers and results of administrative procedures unless specialized laws provide otherwise.

4. The information system serving the creation and processing of electronic dossiers and results of administrative procedures must have the function to convert electronic dossiers and results of administrative procedures into paper documents.
