On May 29, 2023, the Central Committee for Propaganda and Education issued Instruction 105-HD/BTGTW to implement the Regulations of the Secretariat on the Communist Party of Vietnam flag and the use of the Party flag.

Specifically, Instruction on hanging the Party flag in halls and meeting rooms is done as follows:

(1) For the Party flag, the national flag with a handle is placed on the left side of the platform (viewed from below), the bust of President Ho Chi Minh is below; right side of the flagpole, as shown in Figure 2 (the Party flag is about 1/4 of the height of the background from the top edge; about 1/7 of the width of the background to the left edge).

(2) For the Party flags, the national flags are decorated in the form of flying and folding flags

- Flying form (no wave or with wave): The position of the Party and Fatherland flags is to the left of the podium, and the bust of President Ho Chi Minh is placed on the high podium, below the Party and Fatherland flags, so that they are balanced as shown in Figure 3a or Figure 3b (The Party flag is about 1/8th of the background's height from the top edge; about 1/10th of the background's width to the left edge.) For halls of small or very large size, the Party and Fatherland flags are arranged above the bust of President Ho Chi Minh and in the middle of the platform background, as shown in Figures 4a.b.

- Form of flags, used in one of the following ways:

+ Vertical flags (the distance from the right edge of the flag to the left edge of the background is about 1/3 of the background length; "Hammer-Sickle" and the "Golden Star" star are about 1/8 of the height of the background from the top edge of the background. ; the flag is about 1/12th the width of the background from the left edge) as shown in Figure 5a.

+ Single diagonal flag ("Hammer-Sickle" and "Golden Star" star about 1/8th of the background height from the top edge; the flag about 1/12th the left edge of the background) as Figure 5b.

+ Double diagonal flag or other suitable form ("Hammer-Sickle" and "Golden Star" star about 1/5 of the height of the background; the flag about 1/12 of the width of the background) to the left edge) as in Figure 5c.

Note:

Distances: "Hammer-Sickle" to "Golden Star"; "Hammer-Sickle" to the bust of President Ho Chi Minh; "Hammer-Sickle" to the upper edge and the outer edge of the background... are relative, depending on the actual size of the hall to be arranged appropriately, solemnly, ensuring aesthetics.

  Propaganda slogans in halls or outdoor visuals must have an exclamation mark (!) at the end.

Details of prohibited acts against the Party flag in Vietnam

Individuals and organizations in Vietnam are strictly prohibited from performing the following acts with respect to the Party flag:

Acts of insulting or destroying the Party flag in any form, including: writing, drawing or tearing, piercing, trampling, crushing the Party flag or acts of a mocking nature, damaging the Party flag, or other tricks to deform the Party flag...

- Acts of using the Party flag for improper purposes, regulations, and methods, including:

+ Using the Party flag in contravention of regulations on size, shape, and color.

+ Using torn, punctured, patched, dirty, wrinkled Party flags. Using mixed ropes, not matching colors to tie to flagpoles

+ Let the Party flag touch the ground when hanging in the house or stage; the party flag upside down.

+ Hanging the Party and Fatherland flags together but not in size.

+ Hanging the Party flag in hidden, dark places that is not aesthetically pleasing, hanging on cars (except for car parades for propaganda purposes).

- Acts of printing the Party flag in sensitive and informal positions, including: printing on dirty walls; on masks, red packets, and license plates; on documents and objects with inappropriate content..
