Institute of Science and Technology, Ministry of Public Security must be responsible for producing sample identity cards

On January 16, 2015, the Ministry of Public Security issued Circular 61/2015/TT-BCA regarding the citizen identification card template.

The Department of Administrative Management of Social Order, Institute of Science and Technology, Ministry of Public Security shall have specific responsibilities as follows:

- Responsibilities of the Department of Administrative Management of Social Order:

- Guide, inspect, and urge the implementation of Circular 61/2015/TT-BCA;- In October each year, compile and estimate the national demand for Citizen Identification Cards for the following year and send it to the Institute of Science and Technology, Ministry of Public Security for the production of Citizen Identification card templates;- Receive Citizen Identification card templates from the Institute of Science and Technology, Ministry of Public Security for the production of Citizen Identification cards; manage the Citizen Identification card templates strictly according to the sector's professional documentation policies;- Uniformly manage and inspect Citizen Identification cards nationwide;- Any defective Citizen Identification card templates during production and storage must be statistically recorded, and annually, a destruction report must be prepared.

- Responsibilities of the Institute of Science and Technology, Ministry of Public Security:

- Produce Citizen Identification card templates as requested by the Department of Administrative Management of Social Order, ensuring technical standards, quality, and in compliance with the shape, size, content, specifications, material, and language as prescribed in Article 3 of Circular 61/2015/TT-BCA;- Manage the Citizen Identification card templates strictly according to the sector's professional documentation policies;- Promptly hand over the Citizen Identification card templates to the Department of Administrative Management of Social Order;- Any defective Citizen Identification card templates during production and storage must be statistically recorded, and annually, a destruction report must be prepared.

- Responsibilities of the Provincial Public Security and Centrally-run Cities: In September each year, compile and estimate the local demand for Citizen Identification cards for the following year and send it to the Department of Administrative Management of Social Order.
