Inspectors in the internal affairs sector are Vietnamese officials

This is a notable content in Decree 90/2012/ND-CP of the Government of Vietnam regulating the organization and operation of inspectorates in the internal affairs sector, issued on November 5, 2012.

Under Article 32 Decree 90/2012/ND-CP on inspectors of the internal affairs sector in Vietnam:

- Inspectors in the internal affairs sector are Vietnamese officials of the Inspectorate of the Ministry of Home Affairs, the Inspectorate of the Department of Home Affairs appointed to the inspection grade to perform inspection duties and other tasks as assigned by the Chief Inspector of the Ministry of Home Affairs, the Chief Inspector of the Department of Home Affairs. Inspectors are provided with uniforms and inspector cards;

- Inspectors must comply with the law, be responsible before the Chief Inspector of the Ministry of Home Affairs, the Chief Inspector of the Department of Home Affairs, and before the law for performing the assigned tasks and powers;

- Standards for inspector grades; appointment, dismissal of inspectors, and eligibility for inspectors' activities shall comply with the provisions of the law.

In addition, in Article 33 of Decree 90/2012/ND-CP on persons assigned to perform the specialized inspection function in the internal affairs sector in Vietnam:

- Persons assigned to perform the specialized inspection function in the internal affairs sector are officials within the payroll of the Central Emulation and Commendation Committee, the Government Committee for Religious Affairs assigned by heads of supervisory authorities to perform specialized inspection duties;

- The Minister of Home Affairs prescribes specific standards for persons assigned to perform the specialized inspection function in the internal affairs sector, uniforms, and specialized inspector cards.

Moreover, in Article 34 of Decree 90/2012/ND-CP, inspection collaborators in the internal affairs sector in Vietnam are specified as follows:

- Inspection collaborators in the internal affairs sector are persons with relevant professional expertise engaged by the Inspectorate of the Ministry of Home Affairs, the Inspectorate of the Department of Home Affairs to participate in the inspection team and not under the payroll of state inspection agencies;

- Standards, tasks, powers of inspection collaborators of the internal affairs sector; procedures for engaging inspection collaborators, policies for inspection collaborators, and funding for engaging inspection collaborators are in accordance with the provisions of the law.
