On December 25, 2024, the Government of Vietnam promulgated Decree 164/2024/ND-CP regulating the organization and operations of inspections in the People's Public Security.

According to Article 14 Decree 164/2024/ND-CP, the regulations for inspectors and ranks of inspectors in the People's Public Security are as follows:

- An Inspector in the People's Public Security is an officer specializing in inspection duties, appointed to inspector ranks to carry out tasks and powers in inspection work as prescribed by law.

- The ranks of inspectors in the People's Public Security include inspectors, principal inspectors, and senior inspectors.

- The consideration and appointment of ranks of inspectors in the People's Public Security must ensure the conditions, standards, and requirements of the position. The authority, procedures, and documents for the appointment of ranks of inspectors in the People's Public Security are performed according to the provisions of Article 11 Decree 43/2023/ND-CP.

Criteria for appointment to ranks of inspectors in the People's Public Security in Vietnam from February 10, 2025

- General Criteria

Meet the standards prescribed in Article 39 of the Inspection Law 2022. To be specific:

+ Rated as an officer with good performance or higher in the year preceding the appointment; not under disciplinary action or consideration for disciplinary action;

+ Understand the law and professional work of the Public Security sector; possess knowledge of state management; be proficient in using computers and a foreign language suitable for the job requirements or know an ethnic minority language in areas with a large ethnic minority population;

+ Hold a university degree in Public Security or a higher education degree in another field with additional training in Public Security professional skills.

- Specific Criteria

+ Have a certificate of basic-level political theory, political-administrative, or a confirmation of basic-level political theory issued by a competent authority according to regulations;

+ Hold a certificate of professional training for inspectors.

Agencies performing inspection functions in the People's Public Security in Vietnam from February 10, 2025

The inspection agencies in the People's Public Security include:

- Inspectorate of the Ministry of Public Security (hereinafter referred to as the Ministry Inspectorate);

- Inspectorate of the provincial police, centrally-run cities (hereinafter referred to as Provincial Police Inspectorate);

- Inspectorate of the General Department of Prisons, compulsory education institutions, reformatory schools; Inspectorate of the Fire, Rescue and Rescue Department (hereinafter referred to as the Department Inspectorate).

District police, district-level towns, urban districts, provincial cities, and police units with 200 or more officers and soldiers, organize dedicated inspection officials; police units with fewer than 200 officers and soldiers, appoint concurrent inspection officers.

The number of dedicated inspection officials and concurrent inspection officials in the units is determined by the unit head.

Decree 164/2024/ND-CP comes into effect from February 10, 2025, replacing Decree 41/2014/ND-CP and Decree 25/2021/ND-CP.
