The Minister of Public Security issued Circular 02/2015/TT-BCA stipulating the procedures for conducting an administrative inspection within the People's Public Security.
According to current regulations, Administrative Inspection in the People's Public Security aims to evaluate the implementation of policies, laws, functions, tasks, and powers assigned; detect loopholes and deficiencies in the management mechanisms, policies, laws, and regulations of the Ministry of Public Security to propose remedial measures to competent state agencies; prevent, detect, and handle law violations; protect State interests and the legitimate rights and interests of agencies, organizations, and individuals.

According to Circular 02/2015/TT-BCA, the Inspection team works with the inspected entity, related agencies, organizations, and individuals during business hours. In cases requiring work outside business hours, the head of the inspection team decides and is responsible for that decision.
During the inspection process, the head of the inspection team assigns at least two (02) members of the inspection team to work with the inspected entity, related agencies, organizations, and individuals at the headquarters or the place of check, verification.
This Circular stipulates that the agency in charge of conducting administrative inspections shall prepare and submit an inspection decision to the competent authority. Within 5 days at the latest, from the date the inspection decision is issued, the agency in charge of conducting the inspection must send the inspection decision to the inspected entity (except for unexpected inspections) and the superior inspection agency for monitoring and directing.
