1. Purpose of the 2023 Inspection Plan in the People's Court in Vietnam

- Effectively implement the provisions of the Law on Inspection, associated with advising and helping the Chief Justice of the Supreme People's Court review and evaluate compliance with policies and laws in some areas of the Court's work, there are still many limitations and shortcomings to promote positive aspects, promptly detect and correct violations; Detect inadequacies and problems in mechanisms and policies (if any) from there, make recommendations for amendments and supplements to improve the management mechanism, contributing to improving the management efficiency of the Supreme People's Court.

- Implement synchronously and effectively solutions to prevent, detect and handle corruption according to the provisions of law; Strictly implement the provisions of law on resolving complaints and denunciations, helping the Chief Justice of the Supreme People's Court clearly understand the situation of complaints and denunciations and resolve complaints and denunciations in areas under the Court's jurisdiction; Resolve complaints and denunciations of citizens promptly and in accordance with legal regulations.

- Through conducting inspections, examinations, education, raising awareness and sense of responsibility of officials, civil servants, agencies and units in complying with the provisions of law when performing assigned tasks.

- Help inspected agencies and units review their compliance with policies and laws and perform their assigned tasks; Draw lessons from experience to improve work quality and efficiency.

2. Subjects of inspection in 2023 in the People's Court in Vietnam

Subjects of inspection in 2022 in the People's Court include:

- High People's Courts;

- A number of Provincial People's Courts and District People's Courts under the Provincial People's Court were inspected.

- Regarding quantity: In 2023, inspection and examination of 09 People's Court units; including: 03 units under the territorial management of the High People's Court in Hanoi; 02 units under the territorial management of the High People's Court in Da Nang; 04 units under the territorial management of the High People's Court in Ho Chi Minh City (specific subjects are decided quarterly by the leadership of the Supreme People's Court).

3. Content of inspection in 2023 in the People's Court in Vietnam

Based on the performance of the inspection subjects' tasks, the content of public service inspection may be selected as all or some of the following contents:

(1) Regarding the content of public service inspection

- Inspect responsibility for compliance with legal provisions and Resolutions of the Council of Judges of the Supreme People's Court; Directive of the Chief Justice of the Supreme People's Court in carrying out the professional duties of the People's Courts.

- Inspector responsible for organizing and implementing the Regulations handling the responsibilities of people holding judicial positions in the People's Courts (issued under Decision 120/QD-TANDTC dated June 19, 2017 of the Chief Justice of the Supreme People's Court) of the People's Courts.

(2) Regarding the inspection content of anti-corruption work

Inspect responsibility for implementing legal regulations on anti-corruption to evaluate and conclude the responsibilities of agencies, units and heads of inspected agencies and units in directing, urging, inspecting and organizing the implementation of legal provisions on corruption prevention and combat.

(3) Regarding the inspection content of the settlement of complaints, denunciations and citizen reception

Inspector responsible for implementation of legal provisions; Directive of the Chief Justice of the Supreme People's Court on resolving complaints, denunciations and receiving people of the People's Courts.

(4) Regarding the inspection of financial work and public assets

Inspect and check the use of funds without implementing the autonomy regime at budget units in the People's Court system; the management and use of fixed assets; capital construction investment projects; practicing thrift and combating waste in the People's Courts when requested by the leadership of the Supreme People's Court.
