Inspection of the use of expenditures training and refresher training for officials in Vietnam (Illustrative image)

Per Article 26 of Circular 09/2012/TT-BNV, the contents of the inspection of training and refresher training for officials include:

1. The formulation and issuance of policies encouraging officials to continuously study to improve their qualifications and work capacity; the allocation of funds to ensure the training and refresher training activities for officials under the inspection authority.

2. The formulation, issuance, and implementation of the planning and plans for training and refresher training within the management scope of the inspection authority.

3. The authority to approve the planning and plans for training and refresher training of officials; the authority to sign decisions to send officials for training and refresher training.

4. Compliance with the standards and conditions of individuals who are sent for training and refresher training.

5. The implementation of mandatory annual refresher training policies for officials.

6. The implementation of policies towards officials during their training and refresher training period; job arrangements during and after the training period.

7. The organization, management, and compilation of training and refresher training programs and materials within the assigned responsibilities of the inspection authority.

8. The use of training and refresher training expenses.

9. The management of training and refresher training facilities and the team of lecturers within the scope of authority of the inspection authority.

10. Other contents specified in Decree 18/2010/ND-CP dated March 5, 2010, of the Government of Vietnam and other legal regulations on training and refresher training for officials in Vietnam.
