According to Article 22 of Circular 09/2012/TT-BNV stipulating the content of the inspection of the official promotion examination in Vietnam:

- The basis for organizing the rank promotion exam and the development of the rank promotion exam plan for officials;

- The announcement of the rank promotion exam, the conditions and standards for the exam; the exam subjects, exam questions, how to calculate scores for each subject; answer keys and scoring scale for each subject; exam format and time, exam fees;

- Receiving exam application documents for the rank promotion and meeting the conditions and standards of the exam documents; meeting the competition ratio in the rank promotion exam;

- The establishment and execution of duties of the official promotion examination Council and its assisting committees and departments;

- Conducting the exam; grading the rank promotion exam;

- Reporting the rank promotion exam results; announcing the results to the candidates;

- Issuing the decision to approve the rank promotion exam results; deciding on the appointment to rank and salary arrangement for officials who pass the rank promotion exam;

- Other contents stipulated in Section 2, Chapter III of Decree 24/2010/ND-CP of the Government of Vietnam and Chapter II of Circular 13/2010/TT-BNV of the Ministry of Home Affairs and other legal provisions regarding the rank promotion of officials in Vietnam.

Additionally, the content of the inspection for official rank transfer includes:

- The regulation of the inspecting subject on the authority to propose and decide on the official rank transfer;

- Meeting the conditions and standards of the documents for the rank transfer review;

- The establishment and execution of duties of the Official Rank Transfer Review Council;

- Salary increment during the official rank transfer;

- Other contents stipulated in Article 28 of Decree 24/2010/ND-CP of the Government of Vietnam and other legal provisions regarding the official rank transfer.

Furthermore, the content of the inspection of official rank standards includes:

- The total number of official ranks of the inspecting subject during the inspection period;

- Compliance of diplomas, certificates, projects, topics, scientific works, and other related documents with the official rank standards according to legal regulations.

Detailed information can be found in Circular 09/2012/TT-BNV, which comes into effect in Vietnam from February 1, 2013.
