Inspection and Quality Assessment of IPTV Services: Scope of Work

Circular No. 01/2018/TT-BTTTT was promulgated by the Ministry of Information and Communications on the economic-technical norms for testing in the field of broadcasting and television. This is the first Circular to provide detailed regulations on this matter.

According to the new regulations, when conducting quality measurements of IPTV services on fixed public telecommunications networks, the following tasks must be performed:

- Study the measurement plan and the measurement contract.- Survey to determine the measurement location to allow quality measurement according to technical guidelines.- Prepare and check the measurement equipment and tools according to technical guidelines.- Record the display on the screen of the television receiver, measure the interaction time criteria, with one channel that the receiver follows the technical guidelines using a stopwatch.- Install the measurement device and connect the measuring equipment to the television receiving system according to technical guidelines.- Perform the synchronization measurement of video and audio signals with a channel received by the receiver from one provider according to technical guidelines using an oscilloscope.- Perform video signal quality (MOS) measurement according to technical guidelines.- Perform phase jitter transmission parameter measurement according to technical guidelines.- Perform delay transmission parameter measurement (ms) according to technical guidelines.- Perform stream rate transmission parameter measurement (Mbit/s) according to technical guidelines.- …
