Inspection and Evaluation of Projects under the Rural Support Program in Vietnam​ - Illustrative Image

Article 17 of Circular 07/2016/TT-BKHCN stipulates the inspection, evaluation, adjustment, and termination of contracts during the implementation of projects under the program supporting the application and transfer of scientific and technological advances to promote socio-economic development in rural areas, mountainous regions, and ethnic minority areas from 2016 to 2025 in Vietnam as follows:

For projects managed by the central government:

- The order and procedures for organizing the inspection, evaluation, adjustment, and termination of contracts during the implementation of projects under the Program apply according to the regulations in Circular 04/2015/TT-BKHCN dated March 11, 2015, of the Minister of Science and Technology, stipulating the inspection, evaluation, adjustment, and termination of contracts during the implementation of national-level scientific and technological tasks using state budget funds.

- The composition of the inspection and evaluation team includes: 01 leader and 01 specialist of the funding management unit, 01 leader and 01 specialist of the task management unit, 01 representative of the specialized management department, 01 representative of the Department of Science and Technology. Other members are per the requirements of the Minister of Science and Technology.

- The leading organization is responsible for cooperating with the technology application support organization to prepare a report according to Form B4.1-BCDK; the inspection and evaluation results are to be recorded in minutes according to Form B4.2-BBKTDK in Annex IV issued with this Circular.

For projects authorized for local management, implementation follows local regulations. The Department of Science and Technology reports the inspection, evaluation, adjustment, and termination results in writing to the Ministry of Science and Technology of Vietnam.
