On September 14, 2018, the Ministry of Natural Resources and Environment issued Circular 08/2018/TT-BTNMT specifying regulations on inspection and assessment through sample analysis when importing scrap.
Circular 08 stipulates the sampling for analysis and quality assessment of imported iron and steel scrap to be conducted as follows:
- Conduct sampling for imported iron and steel scrap shipments using appropriate methods and take photographs of all inspection and sampling locations;- Identify and assess technical regulatory requirements. In cases where analysis results from testing organizations are used, these results must be conducted by authorized organizations.- For imported iron and steel scrap shipments, samples must be taken from at least 02 representative samples.
Additionally, Circular 08 also stipulates that the results of inspection and sampling analysis of imported iron and steel scrap quality are handled according to one of the following cases:
- In case the imported iron and steel scrap shipment is inspected and evaluated to comply with regulations, the designated inspection organization shall provide the inspection result document (inspection certificate) of the iron and steel scrap shipment to the organization or individual requesting the inspection and the Inspection Authority, as a basis for the Inspection Authority to issue a notice of the state inspection results on the quality of the imported iron and steel scrap shipment to complete customs clearance procedures as stipulated;- In case the imported iron and steel scrap shipment does not comply with regulations, the designated inspection organization shall provide the inspection result document (inspection certificate) of the iron and steel scrap shipment to the organization or individual requesting the inspection and the Inspection Authority, for handling according to regulations.
