On February 10, 2020, the Minister of Public Security issued Circular 14/2020/TT-BCA detailing the policies on meetings, receiving gifts, and communication for inmates.
The inmate is entitled to meet with relatives as stipulated in Clause 1, Article 52 of the Law on Enforcement of Criminal Judgments 2019. Inmates may have extended visiting time with relatives; meet with their spouse in a private room under one of the cases listed in Clause 1, Article 3 of Circular 14/2020/TT-BCA as follows:

- Having been rated as complying with the prison sentence from fairly well or better for at least two consecutive quarters up to the time of meeting with relatives and the time from the nearest quarterly rating to the time of meeting with relatives is also assessed and rated as fairly well or better, or due to the requirements of rehabilitative education, the inmate may have extended visiting time with relatives at the inmate meeting house but not exceeding 03 hours;
- Having been rated as complying with the prison sentence from fairly well or better for at least two consecutive quarters up to the time of meeting with relatives and the time from the nearest quarterly rating to the time of meeting with relatives is also assessed and rated as fairly well or better, the inmate may meet with their spouse in a private room for no more than 03 hours;
- Having been rated as complying with the prison sentence well for at least four consecutive quarters up to the time of meeting with relatives and the time from the nearest quarterly rating to the time of meeting with relatives is also assessed and rated as well-complied, and received commendation for achievements in labor, study as stipulated in Clause 1, Article 41 of the Law on Enforcement of Criminal Judgments 2019, the inmate may meet with their spouse in a private room for more than 03 hours but not exceeding 24 hours;
Notably, when the inmate is extending the visiting time with relatives not exceeding 03 hours or meeting with their spouse in a private room or when the under-18 inmate is meeting relatives in a private room for not exceeding 24 hours, during the visiting time, the head of the detention facility, based on specific conditions, may consider allowing the inmate to have a meal with relatives at the canteen of the inmate meeting house, with the meal time not exceeding 01 hour. In addition, when organizing a family meeting for the inmate, due to the requirement of rehabilitative education and the need for cooperation and impact from the family to educate the inmate, the head of the detention facility can consider and resolve to let the inmate meet and have a meal with relatives.
The organization of letting the inmate meet and have a meal with relatives must be strictly checked and controlled, ensuring absolute safety of the detention facility, strict management of inmates, ensuring food safety and hygiene and safety for the relatives of the inmate.
