Information Required in the Report Form for Re-lending ODA Capital

According to Circular 80, depending on whether the sub-borrower is a provincial People's Committee, enterprise, or public service provider, different information is required in the report form. To be specific:

1. The sub-borrower is a provincial People's Committee:

- The status of re-borrowing ODA loans and foreign concessional loans from the Government of Vietnam, detailed by withdrawal amount, repayment amount, and outstanding debt of each re-borrowed loan.- The debt status of the provincial People's Committee by creditor/source of loan, detailed by each creditor, loan source, including overdue debt incurred (if any) by creditor or loan source.- The project implementation status using re-borrowed ODA loans and foreign concessional loans from the Government of Vietnam.

2. The sub-borrower is an enterprise or public service provider:

- The status of re-borrowing ODA loans and foreign concessional loans from the Government of Vietnam, detailed by withdrawal amount, repayment amount, and outstanding debt of each re-borrowed loan.- The financial status of the sub-borrower with creditors, detailed borrowing situation by each creditor, loan source, including overdue debt incurred (if any) by creditor or loan source, detailed financial status by short-term debt payment ratio, long-term debt payment ratio, debt/equity ratio (for enterprises) or debt/total assets ratio (for public service provider).- The project implementation status using re-borrowed ODA loans and foreign concessional loans from the Government of Vietnam.- The asset management status securing the loans.
