Information in the database on road traffic order and safety in Vietnam from January 1, 2025

Pursuant to Article 11 of Decree 151/2024/ND-CP regulating the information in the database on road traffic order and safety in Vietnam:

(1) Information on registration and management of motor vehicles, specialized motorbikes

(2) Information on the inspection of motor vehicles, specialized motorbikes

(3) Information on invoices related to the sale of motor vehicles, specialized motorbikes: number, date, month, year of invoice issuance; name, tax code, address, phone number of the seller; name, address of the buyer; name of goods.

(4) Information on the registration fee of motor vehicles, specialized motorbikes: number, date, month, year of issuance, issuing authority of the registration fee document; asset value for calculating registration fee; registration fee amount; information on the fee payer and technical specifications of the vehicle

(5) Information on the origin of imported and exported vehicles: number, date, month, year of issuance, issuing authority of the customs declaration; exporting and importing agency, enterprise; export and import gateways and technical specifications of imported and exported vehicles

(6) Information on training, examination, issuance of driving licenses; certificates of legal knowledge training on road traffic

(7) Information on operators of motor vehicles, specialized motorbikes: last name, first name; personal identification number; date, month, year of birth; nationality; residence; driving license number, class of driving license, licensing agency, number of certificates of legal knowledge on road traffic, training and certification agency of legal knowledge on road traffic; information on the health examination results of the vehicle operator.

(8) Information on compulsory civil liability insurance of motor vehicle and specialized motorbike owners

(9) Information on the handling of administrative violations on road traffic order and safety

(10) Information on the journey of road vehicles, images of the driver

(11) Information on the management of the driver's vehicle operation time: time; transport business unit; vehicle license plate; driver's name; type of activity; start time; end time; driving time

(12) Information on road traffic accidents

(13) Information on the health of drivers, operators of specialized motorbikes: last name, first name; personal identification number; date, month, year of birth; professional driver of cars or non-professional driver of cars; workplace (for professional car drivers); place of health examination; health examination time; clinical examination results; subclinical examination results; health conclusions of the driver, operator of specialized motorbikes.

Measures to detect violations of road traffic order and safety laws in Vietnam

According to Article 67 of the Road Traffic Order and Safety Law 2024, measures to detect violations of road traffic order and safety laws are as follows:

- Operate and use the monitoring system to ensure security, order, road traffic safety; camera systems on traffic routes, in urban areas; projects, operational technical equipment systems for load control of motor vehicles.

- Use means, operational technical equipment, smart devices to assist in commanding and controlling road traffic.

- Exploit data from journey monitoring devices, image recording devices of drivers; receive collected data from vehicle load control projects.

- Exploit and use information in the Road Traffic Order and Safety Database.

- Directly observe, inspect, control, and compare by law enforcement officers.

- Receive and handle incident reports, denunciations, reflections, recommendations, suggestions, and data collected from means, technical equipment of agencies, organizations, individuals according to the regulations of the Government of Vietnam.

- Other measures as prescribed by law.
