Information about land users on the newly issued Certificates of land use rights in Vietnam from August 1, 2024, will be implemented in accordance with Circular 10/2024/TT-BTNMT.

On July 31, 2024, the Minister of Natural Resources and Environment of Vietnam issued Circular 10/2024/TT-BTNMT stipulating cadastral records and the Certificate of Land Use Rights, house ownership, and asset ownership attached to land.
Certificates of land use rights (or Pink Book) is the common name for the Certificate of Land Use Rights, house ownership, and asset ownership attached to land – the official name of this certificate according to the Land Law 2024.
Information about land users on the newly issued Certificates of land use rights from August 1, 2024 will be as follows:
(1) For individuals who do not fall under the cases stipulated in (2), the information displayed includes: “Mr.” or “Mrs.”, full name, and identification document number.
For foreigners or overseas Vietnamese, the information displayed includes: “Mr.” or “Mrs.”, full name, nationality, and identification document number.
(2) For spouses with joint property being land use rights and assets attached to land, the information displayed includes: “Mrs.” or “Mr.”, full name, and identification document number of the spouse, and additional text: “and husband (or wife):... (include information of the husband (or wife))".
In cases where there is an agreement between the spouses to record the wife’s or husband's name as the representative on the Certificate, the information displayed includes: “Mrs.” or “Mr.”, full name, identification document number, followed by: “representing both husband and wife."
(3) For organizations, the information displayed includes the name of the organization as per point c, clause 2, Article 12 of this Circular, and the legal documentation of the organization as stipulated in points c, d, dd, e, and g, clause 3, Article 12 of Circular 10/2024/TT-BTNMT.
(4) For community residents, the information displayed includes the community’s name.
(5) For groups of individuals using land, possessing assets attached to land, where Certificates are issued to each member of the group, each Certificate will record the information of the recipient as stipulated in (1), (3), and (4); following that, it will include “Jointly using land, jointly owning assets attached to land (or Jointly using land, or Jointly owning assets attached to land) with others.” The QR code on the Certificate will provide complete information about those who have shared land use rights and shared ownership of assets attached to land.
In cases where groups of individuals using land, owning assets attached to land, receive one Certificate for a representative, the information on the Certificate will record the representative’s information as stipulated in (1), (3), and (4), followed by “representing those jointly using land” or “representing those jointly owning assets attached to land” or “representing those jointly using land and jointly owning assets attached to land.” The QR code on the Certificate will provide complete information about those who have shared land use rights and shared ownership of assets attached to land.
(6) For cases where Certificates are issued to family members with joint land use rights, complete information of the members is recorded as stipulated in (1).
If it is not possible to record all the information of members with joint land use rights on the Certificate, the information of one or some members with joint land use rights will be recorded, followed by “and other members with joint land use rights as indicated in the QR code.” The QR code on the Certificate will provide complete information about those who have shared land use rights.
In cases where family members agree to record a representative’s name on the Certificate, the representative’s information will be recorded as stipulated in (1), followed by “representing family members with joint land use rights”. The QR code on the Certificate will provide complete information about those who have shared land use rights.
(7) For cases where the Certificate is issued for owners of assets attached to land without land use rights, the information of the recipient will be displayed as stipulated in (1), (2), (3), (4), and (5).
(8) For cases where there are multiple heirs to land use rights or assets attached to land that have not yet been divided among the heirs as prescribed by civil law and the Certificate is issued to each heir, each Certificate will record the information of the recipient as stipulated in (1), (3), and (4); followed by “Jointly using land, jointly owning assets attached to land (or Jointly using land, or Jointly owning assets attached to land) with other heirs.” The QR code on the Certificate will provide complete information about those who are joint heirs.
In cases where multiple heirs receive one Certificate for a representative, the information on the Certificate will record the representative’s information as stipulated in (1), (3), and (4), followed by “representing the heirs.” The QR code on the Certificate will provide complete information about those who are joint heirs.
More details can be found in Circular 10/2024/TT-BTNMT which comes into force in Vietnam from August 1, 2024.
