Indices and Criteria for Assessing Technical Facilities and Human Resources for Monitoring Activities

On September 11, 2017, the Ministry of Natural Resources and Environment issued Circular 28/2017/TT-BTNMT detailing the indices and bases for evaluating the technical infrastructure and human resources serving monitoring activities.

The criteria and bases for evaluating the technical facilities serving monitoring activities are stipulated in Circular 28 as follows:

Regarding evaluation criteria, they include:

- Systems of machinery, equipment, and measurement works serving monitoring activities;- Buildings, construction works, auxiliary devices, and means serving monitoring activities.

The basis for evaluation is the annual property statistics of service providing organizations.

Simultaneously, Circular 28 also stipulates the criteria and basis for evaluating the manpower serving monitoring activities as follows:

- Regarding evaluation criteria, they include:

- The quantity of manpower directly performing monitoring activities;- The quality of manpower directly performing monitoring activities.

- The basis for evaluation includes statistical data, personnel records, labor contracts, and expert rental contracts of 03 months or more of the service providing organizations.
