The following article will provide detailed information about the index set for assessing the results of marine and island environment pollution control activities from February 14, 2025.

On December 31, 2024, the Minister of Natural Resources and Environment issued Circular 52/2024/TT-BTNMT detailing the index set and evaluation of marine and island environmental pollution control activities.

According to Article 4 of Circular 52/2024/TT-BTNMT, the index set for evaluating the results of marine and island environmental pollution control activities is stipulated as follows:

- The index set for evaluating the results of marine and island environmental pollution control activities is structured into two groups:

+ Evaluating the performance of targets and tasks concerning marine and island environmental pollution control;

+ Evaluating the degree of public satisfaction with the quality of the marine and island environment.

- Criteria for evaluating the performance of targets and tasks in marine and island environmental pollution control:

+ The state management capability in marine and island environmental pollution control: Effectiveness of governmental management agencies in propagation, guidance, inspection, and oversight of the implementation of laws regarding marine and island environmental pollution control for organizations and individuals; infrastructure supporting marine and island pollution control activities;

+ Protecting the quality of the marine and island environment: investigation, statistics, evaluation of land-based pollution sources, marine, and island activities; management of hazardous and conventional solid waste in coastal areas;

+ Protecting marine and island ecosystems: prevention, detection, treatment, remediation of pollution, and degradation of marine and island ecosystems; improvement and restoration of polluted and degraded marine and island ecosystems; protection and development of mangrove, afforestation, and coastal protective forests.

- Indicators for evaluating the performance of targets and tasks in marine and island environmental pollution control (Group I indicators):

+ For the criterion on the state management capability in marine and island environmental pollution control, the following indicators are included:

Index  01:  Percentage  of  supermarkets,  commercial  centers,  hotels  that  have  regulations,  commitments,  and  plans  to  limit  the  use  of  single-use  plastic  products  and  non-biodegradable  plastic  bags;

Index  02:  Percentage  of  automatic,  continuous  water  environment  monitoring  stations  that  have  been  invested  in  and  are  operating  in  marine  and  island  areas;

Index  03:  Percentage  of  coastal  industrial  zones,  production,  business,  and  service  establishments  that  have  installed  automatic,  continuous  wastewater  monitoring  systems,  transmitting  data  directly  to  the  Department  of  Natural  Resources  and  Environment  as  prescribed  by  law;

Index  04:  Percentage  of  budget  expenditure  for  marine  and  island  environmental  protection;

Index  05:  Percentage  of  information  reflections,  recommendations  about  marine  and  island  pollution  handled  through  hotlines;

Index  06:  Percentage  of  educational  and  awareness-raising  activities  about  marine  and  island  environmental  protection  laws.

+ For the criterion on protecting the quality of the marine and island environment, the following indicators are included:

Index  07:  Percentage  of  urban  domestic  wastewater  treated  to  meet  environmental  technical  standards  at  coastal  district  level;

Index  08:  Percentage  of  production,  business,  and  service  facilities  outside  industrial  zones,  export  processing  zones,  high-tech  zones  generating  wastewater  from  50  m3/day  (24  hours)  and  above  with  wastewater  treatment  systems  meeting  environmental  technical  standards  at  coastal  district  level;

Index  09:  Percentage  of  active  industrial  zones,  export  processing  zones,  high-tech  zones  with  central  wastewater  treatment  systems  meeting  environmental  technical  standards  at  coastal  district  level;

Index  10:  Percentage  of  industrial  clusters  in  operation  with  central  wastewater  treatment  systems  meeting  environmental  technical  standards  at  coastal  district  level;

Index  11:  Percentage  of  active  healthcare  facilities  with  wastewater  treatment  systems  meeting  environmental  technical  standards  at  coastal  district  level;

Index  12:  Percentage  of  hazardous  waste  collected  and  treated  as  prescribed  at  coastal  district  level;

Index  13:  Percentage  of  households  sorting  solid  domestic  waste  at  the  source  at  coastal  district  level;

Index  14:  Percentage  of  collected  and  treated  solid  domestic  waste  meeting  environmental  protection  requirements  at  coastal  district  level;

Index  15:  Percentage  of  facilities  having  approved  oil  spill  response  plans  according  to  legal  regulations;

Index  16:  Percentage  of  seaports  and  fishing  ports  with  systems  for  receiving  and  treating  domestic  waste  and  oily  residues  from  marine  vehicles;

+ For the criterion on protecting marine and island ecosystems, the following indicators are included:

Index  17:  Percentage  of  marine  reserve  area  established  over  the  total  planning  area  for  nature  conservation  and  biodiversity;

Index  18:  Percentage  of  mangrove  and  coastal  protective  forests  newly  planted  over  the  planned  forestry  land  area;

Index  19:  Area  of  natural  coastal  forests  (mangrove,  protective  forests)  burned,  cut  down,  converted,  eroded;

Index  20:  Percentage  of  coastal  production,  business  service  facilities  treating  wastewater  before  discharging  it  into  marine  conservation  areas,  beaches,  scenic  coastal  areas  as  required;

Index  21:  Percentage  of  aquaculture  areas  complying  with  legal  environmental  protection  regulations  in  coastal  districts  and  communes;

Index  22:  Number  of  destructive  fishing  practices  detected  and  stopped,  handled;

Index  23:  Number  of  marine  environmental  incidents  promptly  responded  to  and  prevented.

- Criteria for evaluating public satisfaction with the quality of the marine and island environment:

+ Quality of marine water environment;

+ Quality of coastal ecosystems;

+ Public participation in marine and island environmental protection activities.

- Index evaluating public satisfaction with the quality of the marine and island environment (Group II index) is Index 24: Percentage of public satisfaction with the quality of the marine and island environment.

Circular 52/2024/TT-BTNMT is effective from February 14, 2025.
