The Minister of Natural Resources and Environment of Vietnam promulgated Decision 383/QD-BTNMT on February 10, 2025, regarding the index for evaluating environmental protection results of provinces and central-affiliated cities.

Index for evaluating environmental protection results of provinces and central-affiliated cities

The criteria and component indices for evaluating the results of implementing the goals and tasks related to environmental protection in the Environmental Protection Performance Index for provinces and centrally-managed cities are as follows:

* Criteria and component indices to assess the extent of state management duties execution concerning environmental protection

** Evaluation criteria

- Resources for environmental protection: Personnel responsible for environmental protection tasks; budget for environmental protection activities.

- Extent of execution of state management duties concerning environmental protection: Level of administrative procedure reforms related to environmental protection; reporting activities on environmental protection as per regulations; effectiveness of the hotline operation against environmental pollution.

** Component indices to evaluate the results of state management in environmental protection (abbreviated as Group I indices) include:

- Index 01: Proportion of budget allocated for environmental protection activities;

- Index 02: Proportion of environmental pollution reports and petitions via hotline that have been addressed;

- Index 03: Proportion of administrative procedures in environmental protection handled within the deadline;

- Index 04: Proportion of periodic reports submitted as per legal environmental protection regulations.

* Criteria and component indices to assess environmental protection efforts, ecosystem vitality protection, and climate system protection

** Evaluation criteria

- Protection of living environment quality: Pollution source control; management of hazardous waste and household solid waste; pollution remediation and improvement of environmental quality; technical infrastructure for environmental protection.

- Protection of ecosystem vitality: Nature conservation and biodiversity; forest protection and development.

- Protection of climate systems: Use of renewable energy; greenhouse gas emission reduction.

** Component indices for evaluating the results of implementing environmental protection goals and tasks (abbreviated as Group II indices) include:

- Index 05: Proportion of urban population provided with wastewater collection and treatment services;

- Index 06: Proportion of operating industrial and commercial zones with centralized wastewater collection and treatment systems licensed for environmental standards;

- Index 07: Proportion of operating industrial clusters with centralized wastewater collection and treatment systems licensed for environmental standards;

- Index 08: Proportion of operating medical facilities with wastewater collection and treatment systems licensed for environmental standards or registered for environmental compliance;

- Index 09: Proportion of cars, motorcycles, vehicles using clean fuel, electric, green energy participating in traffic;

- Index 10: Proportion of hazardous waste collected and treated;

- Index 11: Proportion of households practicing waste segregation at source;

- Index 12: Proportion of household solid waste collected and treated;

- Index 13: Proportion of household solid waste still being treated by direct landfill methods;

- Index 14: Proportion of contaminated land areas investigated and evaluated;

- Index 15: Proportion of total areas of established nature reserves, biodiversity corridors, high biodiversity areas, important ecological landscapes, important wetlands compared to the planned total area;

- Index 16: Forest coverage rate;

- Index 17: Proportion of operating production, business, service zones with installed automatic, continuous wastewater monitoring systems, directly transmitting data to the local Department of Natural Resources and Environment as per regulations;

- Index 18: Proportion of operating facilities with installed automatic, continuous emission monitoring systems transmitting data directly to the local Department of Natural Resources and Environment as per regulations;

- Index 19: Proportion of facilities conducting inventory and planning for greenhouse gas emission reduction.

* Criteria and component indices for assessing citizen satisfaction with the quality of the living environment

** Evaluation criteria

- Air quality;

- Surface water quality;

- Soil quality;

- Natural landscapes and biodiversity.

** Component index evaluating environmental quality (abbreviated as Group III index):

- Index 20: Proportion of citizens satisfied with the quality of the living environment.

* The Ministry of Natural Resources and Environment of Vietnam provides detailed guidance on the concepts and calculation methods for each component index of the set.

Decision 383/QD-BTNMT takes effect from February 10, 2025, and replaces Decision 2782/QD-BTNMT dated October 31, 2019.
