Independent Consultation Organization on Evaluation Results, Acceptance of S&T Tasks (Illustration)

Circular 11/2014/TT-BKHCN stipulates that the Ministry in charge of the task will consider and decide on the organization of independent consultation on the evaluation results, acceptance of national-level science and technology tasks in the following cases:

- The Council does not agree on the evaluation results, task acceptance;- The Council violates the evaluation and acceptance regulations specified in this Circular;- There are complaints or denunciations related to the Council’s activities and conclusions before deciding to recognize the results.

The Head of the Ministry in charge of the task appoints 02 (two) experts or 01 (one) independent consultation organization to evaluate the task results. The opinions of the experts or independent consultation organization serve as additional bases for the Head of the Ministry in charge of the task to make final conclusions before deciding on the acceptance.

Requirements for independent consultation experts and procedures for obtaining their opinions are specified in the Circular on selecting and directly assigning organizations and individuals to perform national-level science and technology tasks using state budget.

Requirements for independent consultation organizations: Must be organizations with the capacity and experience to evaluate task results; have experience in managing scientific and technological activities or producing products equivalent to the task’s products; have a team of highly qualified staff in the research field of the task.
